Projects under construction include Quang Trach - Quynh Luu 500kV transmission line, Quynh Luu - Thanh Hoa 500kV transmission line, Thanh Hoa 500kV substation, Nam Dinh I TPP - Pho Noi 500kV transmission line. Previously, at the end of October 2023, EVNNPT started construction of Nam Dinh I TPP - Thanh Hoa 500kV transmission line.
High determination, great effort
The 500kV transmission line circuit 3 from Quang Trach to Pho Noi has a total length of about 519km, passing through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The total number of tower foundations is 1,179. The total investment cost is about VND 22,000 billion.
The project has important significance in enhancing the capacity of the North-Central 500kV transmission grid, contributing to ensuring electricity supply for the North at present and in the coming years. At the same time, improving the operational stability of the national power system, contributing to enhancing power transmission from power sources in the North Central region to load centers in the Northern region.
In addition, the project contributes to reducing the risk of the full and overloaded status of the existing 500kV transmission lines, ensuring N-1 criteria, especially when the transmission capacity is high at the North-Central interface at times when the hydropower plants in the North have low generation output.

Executing tasks assigned by the Prime Minister, especially at Official Dispatch No. 1412/CD-TTg dated December 25, 2023, directing the drastic and effective implementation of solutions to ensure electricity supply in 2024 and the following years, including the request to accelerate the investment progress of the 500kV transmission line circuit 3 projects, EVN and EVNNPT has been aware of the significance and key implication of the project, thus have proactively worked with relevant ministries, authorities and provinces in order to promptly complete legal procedures to implement the project. At the same time, mobilizing all the resources, working regardless of hours, overnight, without days off, etc. to accelerate project implementation progress. EVNNPT has also urgently implemented procedures to arrange finances sufficiently to implement the projects. So far, five commercial banks have provided loans for 4 projects with a total loan amount of VND 15,870 billion.

Regarding procurement work, this project involves 226 main bidding packages, of which 93 are civil work packages. To mobilize capable contractors and manufacturers to participate in bidding for the project, EVNNPT has established and approved contractor selection plans with appropriate bidding package values; Qualified contractors can participate in bidding as independent contractors or joint venture contractors to ensure compliance with legal regulations on bidding. Up to now, Nam Dinh I TPP - Thanh Hoa 500kV transmission line project has completed contract awards for all packages. For the remaining projects, some bidding packages have completed the whole contractor selection process, some others have been implementing the contract selection and are expected to be completed in January 2024.
