Quang Trach II Thermal Power Plant is built in Vinh Son village, Quang Dong commune, Quang Trach district, in the Hon La economic zone, Quang Binh province. The plant is aimed at supplying power to the national power system, contributing to ensuring power supply safety for the system, meeting the requirements provided by the adjusted power planning VII.
The project holds a capacity of 1,200MW with a total investment (preliminary) VND 48,156 billion, of which the equity is VND 9,634.4 billion (accounting for 20% of total investment), loans of VND 38,525.4 billion (accounting for 80% of total investment). The project will be put into commercial operation of generating Unit 1 in 2028 and commercial operation of Unit 2 in 2029.
The Prime Minister assigned specific tasks to the ministries and branches related to the project implementation, at the same time requested the People's Committee of Quang Binh province, based on the Prime Minister's decision on investment policy, to direct the agency in charge to issue the investment register certificate and issue Investment Registration Certificates to investors in accordance with regulations; take responsibility for land allocation, change of land use purpose; closely coordinate with investors in the process of project implementation.
Relevant ministries and agencies are tasked with inspecting and supervising EVN's project implementation in accordance with law regulations, the Prime Minister's directions to relevant ministries and agencies, including checking and supervising the investor's capital mobilization (equity and loan) according to project implementation progress; coordinate with the Ministry of Natural Resources and Environment to direct investors in carrying out the process of environmental impact assessment procedures; direct relevant agencies in the province to coordinate with investors to promptly solve difficulties in the process of organizing project implementation.
The Prime Minister also asked EVN to take full responsibility before the Prime Minister, the inspecting, examining and auditing agencies for information and data reported in the project file, total investment, and capital mobilization proposal, project investment efficiency, usage efficiency, preservation and development of state capital according to the provisions of law, ensuring procedures to comply with regulations.
At the same time, the Prime Minister requests the relevant units to prepare a project feasibility study report and submit it to the competent authority for consideration and decision; implementing and managing projects in accordance with law regulations, ensuring safety and feasibility.
