According to this document, the development of solar power in Vietnam has achieved many positive results, has strongly attracted social resources to invest in this field, contributing to the efficient exploitation of potential solar energy source, thereby ensuring power supply and energy security. According to the statistics of Vietnam Electricity, by the end of 2020, the total power capacity in the national power system excluding rooftop solar power will reach over 62,000MW, of which, the capacity of ground solar power sources reached 8,838MW; Rooftop solar power supply capacity will be approximately 8,000 MW by the end of 2020.
However, uncontrolled rooftop solar power development in line with power demand, especially in December 2020, has caused difficulties in the operation of the national power system, especially due to the COVID-19 epidemic, exerting a strong impact on our country's economic growth, leading to a decrease in the demand for power. Specifically, the total power produced and imported by the national power system is only about 245.9 billion kWh, an increase of about 2.7% compared to that in 2019 and a decrease of 15.6 billion kwh compared to the plan of operating the national electricity system approved by MOIT by the end of 2019.
Due to the above factors, right from the first month of 2021, EVN had to develop and implement a plan to reduce solar power, as well as other renewable energy sources in the national power system. In order to ensure the development of solar power in accordance with regulations and promote general efficiency to the best, the Prime Minister asked MOIT to take responsibility for leading and coordinating with the People's Committees of provinces and central cities, EVN and other related agencies to carry out an overall review of the current implementation of solar and rooftop solar power (SRP) projects; to guide the implementation of the promulgated mechanism and regulations under the Prime Minister's direction in Document No. 414/TTg-CN of April 8, 2020 and related documents; research and immediately handle unexpected problems arising in the development of solar power, especially RSP over the past time, not letting bad consequences happen. In order to carry out the inspection and examination of RSP development in localities, power companies promptly rectify and strictly handle violations, if any, especially the acts of making use of policies on the RSP deployment over the past time.
