At the meeting, Mr. Nguyen Tai Anh – EVN’s Deputy General Director highly appreciated the WB's support for Trung Son Thermal Power Plant Project to be completed on schedule, making a great contribution to increasing the generation capacity of Vietnam's power system. The project’s components such as traffic roads for flooding prevention, livelihoods for resettled people, environmental protection were implemented by Trung Son Hydropower Company Limited in accordance with WB’s requirements, thereby receiving the concord of the local government and people.
EVN’s Deputy General Director Nguyen Tai Anh expected WB's expert team to support the Group in preparing an independent completion report (ICR) for the Project final review which is planned to take place in June 2020.
The WB’s delegation working with EVN on Trung Son Hydropower Project in the afternoon of 22 November in Hanoi
At the meeting, Mr. Franz Gerner said: During the two days from 20th to 21st November 2019, the WB’s delegation worked with Trung Son Hydropower Company Limited, paid visits to the No.1 resettlement area in Quan Hoa district, the No.2 resettlement area in Muong Lat district and worked with the People's Committee of these localities (Thanh Hoa province). This is WB’s last visit and business trip to the project’s area before the agreement termination which is planned to be on 31 December 2019.
Through this trip, the WB assessed the overall progress, accelerated the handling of the damages in the resettlement areas caused by heavy rains and floods in 2018; as well as listened to local people’ opinions about the project implementation process and lessons learned in order to prepare for ICR. Chaired by WB, the draft is expected to be completed in March 2020 and the final report is expected to be made by 30 June 2020.
The WB’s delegation has recognized and highly appreciated the results achieved by Trung Son Hydropower, the most successful hydropower project of WB in Vietnam and also one of the best hydroelectric projects in the world with the investment supported by WB.
Mr. Vu Huu Phuc - Director of Trung Son Hydropower Company Limited said: The project investment, including construction of roads, power and public works, has brought development to the project’s area.
The bidding was performed in compliance with the regulations of the Vietnamese Government and WB to ensure publicity and transparency, helping the project to save at least 5% (equivalent value of each bidding package).
The quality management of work items was fully implemented in accordance with the regulations; acceptance dossiers were made properly for the completed work items; The performance quality has been regularly reviewed and accessed by the Consulting and Supervising units, Design consultants, Dam Safety Board (PTAP), WB, inspection delegations, the State Acceptance Council of construction works, meeting their quality requirements.
Until now, the Plant has operated for more than 2 years, the equipment operates in stability and ensures reliability. The produced power output by the end of October 2019 reaches over 2.5 billion. kWh.
The environmental and social impact assessments have been carried out in accordance with WB’s requirements, this content has been shown in the evaluation by WB’s annual delegations.
The resettlement work achieved positive results and ensured the overall progress of the project. Policies on land compensation, support and resettlement are fully applied. Compensation records are publicized in transparency, people's opinions are received and resolved promptly. Livelihoods for residents are replicated across all 46 villages of the project’s area, including providing guidance on cultivation, husbandry and non-agricultural activities. The project has supported and provided seedlings and breeding stocks to the people in order to improve the living of impacted people.
