According to the National Steering Committee, to implement the instruction of the Government on researching the methods for power trading with foreign countries – especially importing the power from Laos, the relevant ministries, departments and units have been pushing up the investment preparation to construct the power grids to soon import the power from Laos.
Specifically, Vietnam is going to buy the power from the Cluster of Nam Sum, Nam Emoun and NamKong 1,2,3 hydropower plants, from The Cluster of Nam Mo hydropower and Laos' Monsoon wind-power plants in the forthcoming time.
In the past December of 2018, the Prime Minster accepted the policy on power importing from Nam Sum hydropower cluster (total capacity is 265MW) and approved the addition of several power grid works to carry out the power import as expected in 2021-2022.
In June 2019, Vietnam Electricity (EVN) and Phongsubthay Group of Laos signed the Contract on power trading of Nam Sum 3 hydropower project (the capacity of 156MW), with the import price based on the content of Document No. 241/TTg-QHQT dated 23 February 2019 by the Prime Minister.
Currently, EVN has assigned the National Power Transmission Corporation (EVNNPT) to implement the investment on the power grid works throughout Vietnam to meet the progress of power importing from Nam Sum 3 hydropower plant in 2021-2022.
For NamKong 1,2,3 hydropower cluster and Nam Emoun hydropower, on 30 September 2019, the Prime Minister made the decision about the policy on importing power from these plants (total capacity is 409MW) and the addition of several power grid works such as: Bo Y (KonTum) breaker station, 220kV power line of Nam Kong 3 – Bo Y breaker station, DakOoc 220kV breaker station (in Quang Nam province), 220kV power line of Nam Emoun 220kV – DakOoc breaker station (double circuit), which are scheduled to complete in 2021.
For Nam Mo hydropower cluster, at the beginning of October 2019, the Ministry of Industry and Trade reported the situation to the Prime Minister for approval on power importing policy and connection method with this hydropower cluster (including 11 plants, with the total capacity of 505MW), the importing to be expected from 2022-2024. Vietnam will build the new power line (double circuit) between Nam Mo (Laos) and Tuong Duong (the part in Vietnam territory), with the length of about 45km and put it into operation in 2022.
For the Monsoon wind-power plant, based on the request of EVN at the end of August 2019, the Ministry of Industry and Trade is gathering the opinions of relevant units to consider, appraise and report it to the Prime Minister on the power importing policy and connection method with this wind-power cluster (its capacity is 600MW)
