At the meeting, EVN’s Vice President Pham Hong Phuong and EVN’s Vice President Nguyen Xuan Nam discussed actions to accelerate the financial arrangement process for Bac Ai Pumped Storage Hydropower Plant project.

Currently, EVN has been developing an energy transition roadmap in accordance with the National Power Development Plan No.8, to promote the development of clean energy sources with the goal of net zero emissions by 2050 according to the commitment of the Vietnamese Government at COP26. Therefore, in the coming time, EVN wishes to develop a good relationship with AFD through non-sovereign loans and technical support in the field of energy transition, etc.

On the side of the French Development Agency, AFD’s Deputy General Director Marie-Hélène Loison highly appreciated the effective cooperation between EVN and AFD in such projects as Ialy Hydropower Plant extension, Hoa Binh Hydropower Plant extension, and the Southern grid strengthening project of EVNSPC, etc. As for the upcoming projects, EVN has been actively implementing preparatory works in close collaboration with AFD, especially preparing for loans for Bac Ai Pumped Storage Hydropower Project.
AFD’s Deputy General Director affirmed that in the coming time, AFD is ready to bring the best financial resources and technical advisory capacity to support EVN in the energy transition process.
Deploying the European Union's (EU) commitments for the Just Energy Transition Partnership facility (JETP) as well as to supporting Vietnam in general and EVN towards JETP's goals, the EU has accepted an Energy Transition Fund between the European donor group and EVN (ETEF). Accordingly, the EU has authorized the French Development Agency (AFD) to manage the financial aid of European donors to provide technical assistance to prepare and arrange non-sovereign loans for EVN's energy transition projects, enhancing capacity and assisting EVN in the energy transition process.
On the occasion of the French Development Agency’s visit, EVN’s President and CEO and Mr. Hervé Conan - Director of AFD Vietnam exchanged a Memorandum of Understanding between EVN and AFD on implementing technical cooperations within the ETEF framework.
