On the morning of 3 November in Hanoi, Nguyen Dinh Phuoc, Vice President of Vietnam Electricity (EVN), held a meeting with senior representatives of Mizuho Bank (Japan) to discuss EVN's financing needs for power generation and grid development, as well as potential financing arrangements tailored to the Group's investment projects.

The Mizuho delegation was led by Mr. Masafumi Otsuji, Managing Executive Officer and Head of Corporate Banking for Asia.

During the meeting, EVN Vice President Nguyen Dinh Phuoc outlined the Group's investment priorities for the coming years. Key areas requiring financing include battery energy storage systems (BESS), the expansion of existing hydropower plants, the development of liquefied natural gas (LNG)-fired power generation projects, and upgrades to emission treatment systems at existing thermal power plants.

EVN expressed its interest in strengthening cooperation with Mizuho to secure long-term financing for its power projects. The Group proposed that the two sides explore financing solutions tailored to the scale, investment schedules, and specific requirements of individual projects, thereby diversifying funding sources for power generation and grid development.

For its part, Mizuho reaffirmed its interest in continuing its partnership with EVN, building on its existing financing relationships with the Group and its member companies. Leveraging its extensive international network, Mizuho could also facilitate connections between EVN and financial institutions, investors, and Japanese enterprises operating in the energy sector.

Mizuho proposed exploring a potential financing arrangement in cooperation with Vietcombank, combining domestic financing denominated in Vietnamese dong with foreign-currency funding mobilized from international markets. Under this approach, Vietcombank could help arrange domestic financing, while Mizuho would facilitate access to international funding sources, thereby broadening the financing options available for EVN's projects.

The two sides also discussed the potential use of export credit agency (ECA) guarantees to extend loan tenors, as well as flexible loan structures and environmental requirements associated with accessing international financing.

At the conclusion of the meeting, EVN and Mizuho agreed to maintain regular exchanges and continue exploring financing arrangements aligned with EVN's investment needs in the coming period.
