EVN and AFD discuss development of long-term cooperation programme

On 28 July in Hanoi, Nguyen Dinh Phuoc, Vice President of Vietnam Electricity (EVN), hosted a meeting with a delegation from the French Development Agency (AFD) to discuss future directions for cooperation between the two sides.

The AFD delegation was led by Mr. Julien Seillan, Country Director of AFD Vietnam, and included Mr. Hugo Pierrel, Deputy Country Director of AFD Vietnam.

During the meeting, the two sides reviewed the progress of their cooperation to date and discussed strategic directions for future collaboration.
Speaking at the meeting, Mr. Julien Seillan noted that EVN's financial position has shown positive improvement, creating more favorable conditions for the Group to access new sources of financing. Given the substantial investment required to develop and modernize Vietnam's power system, AFD proposed that the two sides establish a comprehensive, long-term cooperation programme rather than working on a project-by-project basis.

Under this approach, EVN and AFD would jointly review EVN's medium- and long-term investment plans, identify priority projects, and prepare appropriate financing arrangements to support their implementation.

AFD also expressed its desire to encourage greater participation by French companies in EVN's projects, thereby promoting technology exchange, knowledge sharing, and technical cooperation between enterprises from the two countries.

EVN Vice President Nguyen Dinh Phuoc highly appreciated AFD's continued support for EVN's power development projects. He noted that AFD's financing, together with its technical assistance, has made an important contribution to the successful implementation of many key projects, helping EVN ensure a reliable electricity supply while gradually meeting the requirements of Vietnam's energy transition.

The two sides agreed to maintain their close partnership and to further promote cooperation programmes with a broader scope and longer-term strategic orientation in the years ahead.

On the occasion of Mr. Hugo Pierrel, Deputy Country Director of AFD Vietnam, concluding his assignment in Vietnam, Vice President Nguyen Dinh Phuoc expressed his sincere appreciation for Mr. Pierrel's valuable contributions since 2021 in strengthening the partnership between EVN and AFD, facilitating project development, and promoting cooperation between the two organizations.
