Encouraging waste-to-energy and floating solar power

The Ministry of Industry and Trade said it supports localities in investing in waste-to-energy plants and prioritizing planning projects using lake surface for solar power.

The above information was stated at the recent Conference to deploy tasks and adjust the National Power Development Plan VIII of the Ministry of Industry and Trade.

Localities propose to add renewable energy projects

Vice Chairman of the People's Committee of Quang Ninh Province Vu Van Dien proposed to increase the wind power capacity to 600MW (the old plan was 400MW) because Quang Ninh province believes that many potential locations for wind power development have been measured and surveyed. In addition, the LNG gas power project with a capacity of 1,500MW that started in 2021 has been completed, and Quang Ninh province is currently waiting for the cost estimate to be issued (Fs).

A representative of the Department of Industry and Trade of Kien Giang province said that with more than 200 km of coastline, a large land area compared to other provinces in the Mekong Delta, and a population of nearly 2 million people, Kien Giang has great potential for renewable energy development. Therefore, the Department of Industry and Trade of Kien Giang proposed that the Ministry of Industry and Trade plan an additional 20 MW of waste-to-energy and 1,600 MW of wind power.

As for solar power, Kien Giang has a large area of ​​shrimp farming assigned to businesses of about 1,000 hectares, but currently, shrimp farming alone will not be effective. Enterprises are building projects to develop solar power of about 1,000 MW, hoping to be added to Kien Giang's planning.

Regarding Lam Dong province, Mr. Pham S, Vice Chairman of the Provincial People's Committee, said: As a province with great potential for renewable energy, the province proposes to add pumped storage hydropower on the Dong Nai river basin. In addition, many lake surface areas have not been planned, so Lam Dong proposed to add solar power projects on the water surface to the planning.

The representative of the Department of Industry and Trade of Thai Nguyen province proposed that the Ministry of Industry and Trade consider adding 10MW of waste-to-energy capacity and 200MW of solar power. Currently, Thai Nguyen is allocated 52MW of solar power while the locality has about 6,000MW of industrial park roof area.

In addition, the provinces of Khanh Hoa, Lao Cai, Ninh Thuan, Hai Phong, Gia Lai, Lang Son, etc, have also proposed to add more scale and capacity of some renewable power sources, grid connection support, etc, based on the potential and advantages of the locality, and at the same time hope that the Ministry of Industry and Trade will continue to support localities in implementing the VIII Power Plan in the coming time.

Maximizing waste-to-energy and rooftop solar power

Responding to the issue of expanding rooftop solar power in industrial parks and lake solar power, Deputy Minister of Industry and Trade Nguyen Hoang Long informed: After Decree No. 135/2024/ND-CP of the Government stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power was issued, rooftop solar power projects in industrial parks have developed very strongly. To expand the subject and scope of rooftop solar power in industrial parks further, the Ministry of Industry and Trade is considering research.

"Localities with lakes, especially existing hydropower lakes with grid connections, will be given priority to be included in the planning," said the Deputy Minister of Industry and Trade.

Regarding waste-to-energy, the Ministry of Industry and Trade said that it will be maximizing the planning for waste-to-energy projects, when localities have demand and proposals, the Ministry will support.

For more information, Mr. Nguyen Tuyen Tam, Head of the Planning and Planning Department, Electricity and Renewable Energy Authority (Ministry of Industry and Trade) shared: Previously, according to National Power Development Plan VIII, waste-to-energy capacity was only over 2,200MW nationwide, on that basis, it was distributed to localities with limited capacity scale. In developing and adjusting National Power Development Plan VIII, we will study adjusting it to suit the scale and planning of local waste sources, and at the same time assess the impact on the power grid.

The currently updated list of renewable energy projects of the Ministry of Industry and Trade includes 34 waste-to-energy projects with a capacity of 621.1 MW proposed in localities.

The Prime Minister approved the National Power Development Plan VIII in May 2023 and the implementation plan in April 2024.
