With the administrative merger expanding Ho Chi Minh City’s development space, the power sector now faces the major challenge of ensuring a stable electricity supply for a metropolis of more than 14 million residents.

Rising electricity consumption, with industrial demand accounting for over 50%

According to statistics from the Ho Chi Minh City Power Corporation (EVNHCMC), in the first seven months of 2025, power sales in the newly expanded Ho Chi Minh City area (including the former territories of Binh Duong and Ba Ria-Vung Tau provinces) reached nearly 32.2 billion kWh, an increase of 0.3% compared to the same period in 2024. By the end of the year, power sales are expected to reach about 55.81 billion kWh.

Electricity demand for production continues to grow positively, with consumption reaching more than 16.2 billion kWh, accounting for 50.4% of total power sales, up 3.3% year-on-year. Among these, 63 industrial parks (IPs) in the new Ho Chi Minh City recorded nearly 8.4 billion kWh of consumption.

Mr. Bui Trung Kien, Deputy General Director of EVNHCMC, stated that in the first seven months of the year, the power sector has ensured a safe, uninterrupted, and stable electricity supply for the city’s socio-economic activities. In particular, EVNHCMC has focused on securing electricity for key industrial production-service areas such as Tan Thuan, Linh Trung, and Hiep Phuoc Industrial Parks, the High-Tech Park, shopping centers, hospitals, and office buildings.

To meet socio-economic development needs, especially in industrial zones, EVNHCMC has implemented a wide range of technical and management solutions. The corporation prioritizes rapid electricity supply for FDI, large-scale manufacturing, and logistics projects through coordination mechanisms with the Department of Industry and Trade and the Management Boards of IPs and Export Processing Zones. At the same time, the corporation is investing in upgrading the capacity of 110kV substations and developing medium- and low-voltage grids. Typical projects include the construction of the 220kV substations in former District 7 and Dam Sen; the installation of a second transformer at the Tan Phu Trung substation and a third transformer at the Cho Lon substation.

EVNHCMC is also accelerating digital transformation and applying modern technologies in management and operation, such as DAS, DMS, OMS, and PMIS systems; as well as advanced maintenance methods like CBM and RCM to enhance supply reliability. Dedicated task forces have been established to quickly coordinate with major enterprises like Intel and Samsung, thereby improving customer satisfaction and electricity supply efficiency.

Comprehensive energy-saving solutions to meet demand

With a synchronized approach from government to community, EVNHCMC has closely coordinated with media agencies to widely promote energy-saving practices from ward-level, neighborhood groups to every household. Digital channels such as Zalo community groups, fanpages, and the customer care app have been effectively used to spread energy-saving messages.

The corporation has also actively supported the “Green Family” campaign, encouraging households to use electricity safely, efficiently, and economically—helping reduce living costs while protecting the environment. Many exemplary models have been implemented, such as the “Earth Hour Campaign,” the “Safe and Energy-Saving Alley,” and the “Civilized, Clean, and Energy-Efficient Apartment Building” initiative.

Amid growing expectations of a megacity on its path to becoming a regional hub for finance, logistics, and high-tech manufacturing, EVNHCMC not only ensures stable operation but is also steadily modernizing infrastructure, optimizing customer experiences, and working towards the goal of building a smart grid, achieving sustainable development, and accompanying the growth of a metropolis with over 14 million residents.
