According to the Decision, the 2026 national power system operating plan includes three scenarios:

First, the base scenario according to Option 5 in Official Letter No. 3888/NSMO-PT dated November 14, 2025. Under this scenario, the total electricity production (at generator terminals) and imports nationwide in 2026 amount to 350.007 billion kWh.

Second, the 2026 national power system operational scenario, following Option 3a in Official Letter No. 3888/NSMO-PT dated November 14, 2025. Total electricity production and imports nationwide in 2026 are 360.260 billion kWh.

Third, the reserve scenario for peak dry-season months (April, May, June, July) in 2026, according to Option 4a in Official Letter No. 3888/NSMO-PT dated November 14, 2025.
Total electricity production and imports nationwide in 2026 are 368.097 billion kWh.

Actual electricity output mobilized from power plants will be determined based on related regulations on dispatching, system operation, electricity pricing, and the electricity market. Power generation units are responsible for proactively preparing for electricity generation, ensuring the availability of generating units, and securing sufficient primary fuel (coal, gas, oil) for their 2026 operation needs.

The Decision also outlines the responsibilities of relevant organizations, including: the National Power System and Market Operation Company Limited (NSMO); Vietnam Electricity (EVN); Vietnam National Industry - Energy Group; Vietnam National Coal and Mineral Industries Group; Army Corps 19 - Ministry of National Defence; investors of thermal power plants; provincial Departments of Industry and Trade; and departments and units under the Ministry of Industry and Trade.

Among these, key responsibilities assigned to EVN include: Continuing to uphold its key role and closely coordinate with NSMO to ensure power supply for socio-economic development and public daily needs with high quality, stability, reliability, and safety; Promptly reporting matters beyond its authority.

EVN directs its subsidiaries to prepare power supply plans for public holidays, the Lunar New Year, and major political and cultural events in 2026, especially the 14th National Party Congress and the 2026 - 2031 National Assembly and People’s Councils Elections.

EVN strengthens leadership and supervision to accelerate ongoing power grid investment and approved projects, ensuring generation evacuation capacity, reducing overload on transmission lines and transformers, and enhancing the transmission capability of key power lines, particularly projects ensuring power supply to northern Vietnam, such as capacity enhancement of the Pho Noi, Lai Chau, and Hoa Binh 500kV substations; the Bac Ninh, Thai Binh 500kV substations and connections; the Nho Quan - Phu Ly - Thuong Tin 500/220kV transmission line; and other grid projects proposed by NSMO in Official Letter No. 3888/NSMO-PT dated November 14, 2025; coordinate with local authorities to resolve land clearance obstacles for key power grid projects.
