PECC2 and EREX sign EPC contract for Yen Bai 1 Biomass Power Plant project

On the morning of November 7 in Hanoi, EREX Yen Bai Biomass Power Co., Ltd. (a subsidiary of erex Co., Ltd.) and the Power Engineering Consulting Joint Stock Company 2 (PECC2) held a signing ceremony for the Engineering, Procurement, and Construction (EPC) Contract of the Yen Bai 1 Biomass Power Plant Project, with a total capacity of 50MW.

Attending the ceremony on behalf of Vietnam Electricity (EVN) were Mr. Nguyen Anh Tuan, President and CEO, along with representatives from EVN’s departments.

Representing EREX Yen Bai Biomass Power Co., Ltd. were Mr. Tomoki Kakuta, Senior Executive Officer; Mr. Yasushi Saito, Executive Officer; and Mr. Munetaka Hagiya, General Director.

Representing Power Engineering Consulting Joint Stock Company 2 (PECC2) were Mr. Nguyen Chon Hung, Chairman of the Board of Directors; and Ms. Pham Lien Hai, Member of the Board of Directors and Deputy General Director.

The Yen Bai 1 Biomass Power Plant Project will be built in Dong Cuong Commune, Lao Cai Province, consisting of one generating unit with a total capacity of 50MW. The plant adopts traditional condensing thermal power technology with a grate-fired boiler system. It will use biomass fuel — by-products and residues from agricultural and forestry activities in the province and surrounding areas.

PECC2 was selected as the EPC contractor for the project. Previously, PECC2 and EREX successfully collaborated in the Hau Giang Biomass Power Plant Project, where PECC2 also served as the EPC contractor and brought the plant into operation in April 2025.

Speaking at the ceremony, Mr. Nguyen Anh Tuan, President and CEO of EVN, expressed confidence that with its proven capacity and extensive experience, PECC2 will complete the project on schedule and with high quality. He affirmed that EVN will provide maximum support to ensure the project is implemented effectively and achieves its set objectives.

The plant is expected to begin operation in early 2028, with an estimated annual electricity output of about 300GWh. By making full use of agricultural and forestry by-products, the project will help reduce waste, limit greenhouse gas emissions, and protect ecological balance. Once operational, the plant will diversify the province’s power generation mix, boost local infrastructure development, create stable employment opportunities, increase budget revenues, and improve community livelihoods, contributing to the goal of sustainable rural development.
