The Circular comprises 4 chapters and 16 articles, providing detailed guidance on Clause 3, Article 12, Point g, Clause 1, and Point b, Clause 8, Article 51 of the Electricity Law No. 61/2024/QH15 regarding the principles for calculating electricity prices for power projects; and the method for determining the power generation service price of power plants invested under BOT model.

The subjects to be applied to include:

- Agencies, organizations, and individuals owning BOT power plants that conform to the National Power Development Plan for the period 2021-2030, with a vision to 2050, and which have not yet signed power purchase agreements.

- Vietnam Electricity (EVN)

- Relevant organizations and individuals.

The circular takes effect from July 28, 2026.
