Vietnam’s Electricity Sector in 2016 – 2020 Period

1. Prime Minister approves the Revised  Power Development Plan VII

On 18 March 2016, the Prime Minister issued Decision No. 428/QD-TTg approving the Revised National Power Development Plan for the 2011-2020 period, with a vision to 2030 (Revised Power Development Plan VII).

2. Prime Minister approves the overall scheme for arranging and restructuring EVN-affiliated enterprises for 2017 – 2020

On 14 June 2017, the Prime Minister issued Decision No. 852/QD-TTg approving the overall scheme for arranging and restructuring EVN-affiliated enterprises for the 2017 – 2020 period (hereinafter referred to as Decision 852).

Accordingly, the plan for arranging and restructuring EVN’s member units in 2017 – 2020 is as follows:

Enterprises in which EVN holds over 50% charter capital:

  • Power Engineering Consulting Joint Stock Company 1
  • Power Engineering Consulting Joint Stock Company 2

Enterprises in which EVN holds under 50% charter capital:

  • Equitization of three Power Generation Corporations 1, 2, 3 (EVN holds at least 51% of the charter capital of the Power Generation Corporations until the end of 2019; in 2020, the remaining state capital will be considered for divestment below the controlling level)
  • Vinh Tan 3 Energy Joint Stock Company (divestment after completion of Vinh Tan 3 Thermal Power Plant project)

EVN divests all capital in the following enterprises:

  • Electric Power Finance Joint Stock Company
  • Thu Duc Mechanical and Electrical Joint Stock Company
  • Dong Anh Electric Equipment Corporation – Joint Stock Company
  • Thuan Binh Wind Power Joint Stock Company
  • Power Engineering Consulting Joint Stock Company 3
  • Power Engineering Consulting Joint Stock Company 4

On 25 July 2020, at Mui Doc Seaport, Hon La Economic Zone, Quang Dong Commune, Quang Trach District, Quang Binh Province, Vietnam Electricity (EVN) held the Construction Deployment and Competition Launch Ceremony to complete the coal import port and breakwater of the Infrastructure Project under Quang Trach Power Center.

3. Total power generation capacity ranks 2nd in Southeast Asia and 23rd worldwide

By the end of 2020, the total system generation capacity reached approximately 69,300 MW. Renewable energy sources accounted for 17,430MW, equivalent to 25.2% of the total.

EVN has excellently fulfilled its leading role in ensuring sufficient electricity supply nationwide, contributing to socio-economic development and improving people’s living standards.

From 2010 to 2020, commercial electricity output increased from 85.4 billion kWh to approximately 216 billion kWh, with an average annual growth rate of about 9.72%. The quality of electricity and electricity services also improved remarkably.

4. Successfully supplying electricity to rural, mountainous, and island areas

By the end of 2020, EVN supplied electricity to 100% of communes and 99.54% of households nationwide, with rural household electrification reaching 99.3%. In addition, EVN has directly supplied and sold electricity to 11 out of 12 island districts nationwide.

With this impressive achievement, EVN contributed to the successful implementation of the 7th Central Resolution, 10th tenure, on agriculture, farmers, and rural development, as well as the Government’s commitments to poverty eradication, poverty reduction, and ensuring national defense and border sovereignty.

5. Fulfillment of the leading role in investment, development of generation and transmission systems, and renewable energy development

Despite challenges in capital mobilization, EVN ensured that investments in power projects were made as planned.

Total investment for the 2011–2020 period exceeded VND 1 trillion, approximately 3.5 times that of the 2001–2010 period.

  • Commissioned 21 power generation projects with a total capacity of 17,120MW.
  • Energized 1,936 transmission projects from 110 – 500kV with 8,290km of transmission lines and a total substation capacity of 26,123MVA, enhancing the system’s transmission capability. Key projects include the 500kV Pleiku – My Phuoc – Cau Bong transmission line and 500kV grid projects for connecting and evacuating power sources.
  • EVN also focuses on developing renewable energy, supporting investors in integrating solar and wind power capacity into the power system.

6. Innovation, restructuring, equitization, and implementation of the electricity market according to the roadmap; preserving and developing state capital, ensuring profitable operations

Following Government and Ministry of Industry and Trade directives, EVN has continued equitization, arrangement, and restructuring as planned. EVN successfully operated the competitive electricity generation market. At the same time, EVN is effectively operating the competitive wholesale electricity market through regulations.

During the 2011–2020 period, EVN contributed approximately VND 183,152 billion to the state budget.

By the end of 2020, EVN had largely completed the restructuring tasks outlined in Prime Minister Decision 852.

7. Actively researching and applying scientific and technological advances, improving management and labor productivity, and implementing digital transformation

In recent years, EVN has actively and promptly applied technical science and the achievements of the Fourth Industrial Revolution across all activities.

By the end of 2020, EVN had put into operation 63 Control Centers and implemented remote control for 710 out of 854 unattended 220kV and 110kV substations.

To date, EVN has digitalized over 90% of operations related to its core production and business activities.

EVN has provided electricity services equivalent to Level 4 standards.

 In 2019 and 2020, EVN was honored as an excellent digital transformation unit.

8. Numerous breakthroughs in business and customer services

With the motto of customer-centered development, EVN’s customer services have been comprehensively revamped under the principle of “3 Easies: Easy Access, Easy Participation, Easy Supervision.”

EVN’s customer service indicators are established by international standards. Customer satisfaction scores have steadily increased, from 6.45 in 2013 to 8.3 in 2019.

 EVN was the first state-owned enterprise to implement e-invoices in 2012; by now, all electricity services operate at level 4 and can be transacted electronically.

EVN has implemented and provided electricity services through the National Public Service Portal, public administrative centers, and the online public service portals of all 63 provinces/cities nationwide, establishing a one-stop interconnection mechanism between the electricity sector and local Departments, Agencies, and Authorities.

9. Implemented electricity price and bill reductions in 2 phases, totaling over VND 12,300 billion

To support citizens and businesses affected by COVID-19 in 2020, EVN proposed and implemented two phases of electricity price and bill reductions, totaling over VND 12,300 billion, for a total duration of six months.

This initiative has received widespread agreement, support, and high appreciation from the community and electricity customers nationwide.

10. Many indicators achieved or exceeded the 2016 – 2020 five-year plan

  • Vietnam’s electricity loss rate decreased to 6.42% in 2020, comparable to that of advanced countries; some power companies reduced it to 2–3%. EVN aims to reduce electricity losses to 6% by 2025.
  • Electricity reliability (SAIDI) reached 346.12 minutes (EVNHCM: 57 minutes, comparable to Malaysia).
  • Average labor productivity increased by 10% per year, reaching 2.52 million kWh/person in 2020.
  • EVN has also developed and implemented multiple initiatives to promote corporate governance restructuring toward a modern and efficient model.
  • Vietnam’s electricity access index has continuously improved, currently ranking 27th out of 190 countries worldwide.
  • EVN’s corporate credit rating by Fitch Ratings reached BB+ with a stable outlook (equal to the national credit rating). The enhancement and upgrading of these ratings have played a crucial role in attracting foreign investment, improving the business environment, and strengthening Vietnam’s national reputation and competitiveness.

11. Actively leading initiatives in social welfare, environmental protection, and corporate culture development, progressively demonstrating its role as a socially responsible and community-focused enterprise.

Not only does EVN effectively fulfill its production and business role to ensure electricity supply for the country, but it also demonstrates a strong commitment as a community-oriented enterprise. Therefore, social welfare activities have always been a priority, with significant resources allocated for their implementation.

From 2010 to 2020, the entire EVN contributed to and supported various works and carried out numerous social welfare activities totaling thousands of billions of VND. Notably, these programs included providing support for Vietnamese Heroic Mothers, assisting policy families, implementing poverty reduction under Government Resolution 30a in Than Uyen, Tan Uyen, and Phong Tho districts of Lai Chau Province, and helping communities affected by storms and floods.

From 2015 to 2020, EVN’s annual “EVN Pink Week” blood donation campaigns collected around 10,000 units for the National Institute of Hematology and Blood Transfusion.

All of EVN’s operating power plants and projects have been certified as having completed environmental protection works before commissioning.

EVN has also been a long-time partner and sponsor of the "Earth Hour" program for over 10 years, fulfilling its commitments to environmental protection and climate change mitigation.

12. Party Congresses at all levels and 3rd Party Congress of EVN (2020 – 2025 term)

Under the motto “Solidarity – Democracy – Discipline – Creativity – Development,” the 3rd Party Congress of EVN was successfully held with 203 delegates representing 21 Party units under EVN.

The Congress set out the general objectives as follows: To enhance the leadership capacity and fighting strength of the Party; to strengthen Party building and rectification, to build a clean and strong Party organization in all aspects; to continue restructuring, innovating, developing, and improving production and business efficiency based on promoting the application of science and technology; to play a key role in supplying electricity for the economy and people's lives, making an important contribution to ensuring national energy security.

To achieve this goal, the Congress has established key objectives and measures to guide the implementation of political tasks, with a focus on overseeing advisory, management, and operational activities to ensure that EVN fully accomplishes the 2020–2025 plan targets.

13. EVN honored as Labor Hero in Renovation Period

With outstanding achievements in production, business, and creative labor from 2009 to 2019, contributing significantly to the cause of building socialism and defending the Fatherland, Vietnam Electricity was awarded the title of Hero of Labor in the renovation period by the President of the Socialist Republic of Vietnam. This is the result of the efforts, intelligence, and dedication of generations of Vietnamese electricity workers, including the mark of 10 years of "acceleration" and innovation (2010 - 2020).

The ceremony to receive this noble title was held on the occasion of the 66th anniversary of the Vietnam Electricity Industry's Traditional Day (December 21, 1954 - December 21, 2020), adding motivation, strength, and passion to all employees and workers of EVN to work enthusiastically and contribute.
