Why is it necessary to speed up progress of power import line from Laos?

In order to meet the power demand for economic development from 2025 onwards, the construction progress of power line projects to import power from Laos needs to be accelerated.

Many positive results

According to the cooperation program plan between the Vietnamese Government and the Lao Government from 2016, by 2025, the imported capacity is expected to reach 3,000MW and will increase to 5,000MW by 2030, in accordance with the Power Plan VIII. By 2050, Vietnam can import about 11,000MW of power from Laos, producing 37 billion kWh.

However, in the context of Vietnam's increasing power demand, to meet the Government's economic growth target of over 8% in 2025 and double digits in the following years, Vietnam is expected to increase power imports, including from Laos. Therefore, it is necessary to speed up the progress of transmission grid projects to import power from Laos to Vietnam.

In fact, recently, under the strong direction of the leaders of the Ministry of Industry and Trade, Vietnam Electricity (EVN) and its member units have accelerated the progress and completed many transmission projects to import power from Laos.

For example, in 2024 and early 2025, EVN completed the energization of the Dak Ooc 220kV Switching Station project. This is a project under the Dak Ooc 220kV Switching Station project and 220kV lines connecting from the Nam Emoun Hydropower Plant (Laos) to Vietnam’s power system.

In December 2024, the National Power Transmission Corporation (EVNNPT) successfully energized the  Nam Sum - Nong Cong 220kV transmission line project.

In January 2025, EVN successfully energized the 500kV Monsoon - Thanh My transmission line project.

Be determined to complete some projects in the fourth quarter

Mr. Pham Le Phu - General Director of EVNNPT - said that the unit is currently implementing two 220kV transmission grid projects in Nghe An province, including: Tuong Duong - Do Luong 220kV transmission line project and Do Luong - Nam Cam 220kV transmission line project to serve the import of power from Laos in the coming time. According to the plan, this project cluster will be completed in the fourth quarter of 2025, but the entire construction site is accelerating construction to strive to complete it earlier than planned.

The  Tuong Duong - Do Luong 220kV line is over 80km long, including 2 circuits. Up to now, localities in Nghe An province have completed the inventory of 191/191 foundation locations and handed over 158 foundation locations and 38 column spaces along the line. The foundation excavation and casting of 138 locations have been completed, and 104 column locations have been installed.

The Do Luong - Nam Cam 220kV line has a construction scale of 2 circuits with a length of about 37km. The expansion of the bay at the Do Luong 220kV substation installs equipment for 02 220kV bays in the Do Luong 220kV substation (existing) and connects the information system for the Do Luong - Nam Cam 220kV line.

Up to now, the locality has inspected 91/106 foundation locations, mobilized land for the construction of 26/106 locations, and is continuing to mobilize for the handover of the route corridor. Up to now, the project has been implemented with the progress: 12 foundation pits excavated, 8 foundations cast.

For construction units, EVNNPT General Director requested units to add construction personnel to simultaneously excavate and cast foundations, install poles and deploy wire pulling, and continue to coordinate with CPMB to mobilize handover of foundation sites for construction.

At the same time, request contractors to urgently transport steel poles to the construction site to ensure synchronous progress after the foundation is cast, the poles can be erected immediately, striving to complete the 220kV Tuong Duong - Do Luong transmission line project in May 2025 and the  Do Luong - Nam Cam 220kV transmission line in September 2025 to practically celebrate the 80th anniversary of the August Revolution and National Day (September 2nd).

In the immediate future, importing power from Laos in 2025 will contribute to supplementing electricity sources to enhance the ability to ensure power supply, reducing the risk of power shortages in the North.
