Within the framework of the Project, GIZ has closely cooperated with the Electricity and Renewable Energy Authority to conduct study, consultation and make proposal to the Vietnamese Government with incentive mechanisms for developing wind power; improving capacity for investors, consulting firms, commercial banks, universities, research institutes, local and central officials; supporting investors, strengthening conditions on legal framework and regulations.
The Project has implemented technical and financial training courses for officials in public and private sectors, supported Viet Nam - Germany research cooperation in wind energy for the period from 2014 to 2018 within the framework of “German climate technology initiative”.
A great success of the Project is to contribute to consulting the Government of Viet Nam in approving the decision on increasing wind power tariff of in September 2018.

Mr. Nguyen Van Thanh - Deputy Head of Electricity and Renewable Energy Authority said: Viet Nam has shifted from an exporter to a net importer of energy with increasing dependence on the imported energy. Addressing the shortage of primary energy, particularly for imported coal faces many difficulties and potential risks for supply source, prices and carriage.
Therefore, the effective, reasonable exploitation and use of new, renewable energy sources is vital and strategic in all aspects of socio-economy, national security and defense, energy security and sustainable development of the country.
Support activities from the German Government through this Project have greatly contributed to early fulfilling Viet Nam’s sustainable development targets, especially such international commitments as: United Nations Framework Convention on climate change, Paris Agreement on climate change, etc. So far, the Project has been successfully and effectively implemented.
Mr. Martin Hoppe - Head of the Economic Development and Cooperation Department (the German Embassy), said: In 2013, the two Governments agreed to prioritize cooperation on renewable energy development, particularly wind power. Currently, after 5 years of performance, many domestic and foreign investors have intended to invest in solar and wind power in Viet Nam. The Project has played a crucial role and been the catalyst in attracting these investors.
Viet Nam is situated in the tropical monsoon climate zone with more than 3,000km of coastline, theoretical potential of wind power in the country estimated at 27GW, Viet Nam is considered as a potential country to develop wind power.
