The Government issued Resolution No. 19 from 2014 to 2018 and Resolution No. 35 in 2016 assigning specific tasks to State agencies and local governments in improving business environment and supporting enterprises; with the target that Viet Nam will reach Top 4 in ASEAN region, with 1 million enterprises by year 2020. “Both of these two target groups are essential, deciding on the development of Vietnamese economy,” affirmed Mr. Vu Tien Loc - VCCI’s President.
In a specific analysis on the implementation of business environment reform and enterprise development in Viet Nam, Mr. Dau Anh Tuan - the Head of VCCI’s Legal Department said that there were two most prominent areas including enterprise establishment and electricity access. In which, 74% of surveyed enterprises considered that the access-to-electricity index had been improved at a proper level.
According to the survey made by VCCI in enterprises, electricity service is also the second best public one in Viet Nam, just after telecommunication - telephone. Most of surveyed enterprises showed positive assessments on the stability of power supply. While in 2012, the System Average Interruption Duration Index (SAIDI) was 8,000 minutes/year, now the figure is 235 minutes/year.
These results are in line with the assessment made by Doing Business. Among 10 indicators for Viet Nam’s business environment assessment, access-to-electricity level is included in the Top indicators of rapid reform and sustainable improvement, showing the active and drastic reform of Viet Nam Electricity.

At the Workshop, EVN’s Deputy General Director - Mr. Vo Quang Lam said that the access-to-electricity index of in 2018 ranked 27/189 countries, economies; increasing by 129 steps compared to 2013. With this achievement, Viet Nam had officially reached the Top 4 ASEAN two years ahead of the target set in Resolution No. 19. This result was gained by efforts of staffs and employees in the whole Group and the active support, coordination from the ministries, sectors and localities.
Over the past 5 years, the staffs and employees of Power sector have completely changed their awareness of services. Customers have been put in the central position and EVN has always strived to provide electricity services to customers with better quality. Through the methodology analysis conducted by Doing Business, EVN has learned from the practice of the world, studied to change its electricity business process. At the same time, EVN has promoted performing the mechanism of one-stop shop in order to create convenience and ease for customers in accessing and using electricity services.
Currently, the Group has provided 100% online electricity services, which is equivalent to level 3. On the roadmap of strongly applying digital technology, the Group will officially provide the utility of electricity bill payment at all times, all places, which is equivalent to level-4 public service from December 2018.
