Cooperation in management and operation of distributed energy sources in Ho Chi Minh City

On 13 April 2022, in Ho Chi Minh City, the National Load Dispatch Center (EVNNLDC) and Ho Chi Minh City Power Corporation (EVNHCMC) signed a cooperation agreement in the management and operation of distributed energy sources; the management of power demand for the peak period of the dry season every year.

EVNNLDC and EVNHCMC will exchange power system operation data; support load forecasting; collect and manage boundary meter data; perform cooperation in communication work; organize seminars, training programs for human resource development, etc. Especially, in the content of cooperation in the management and operation of distributed energy sources, EVNNLDC has introduced a rooftop solar power (RSP) monitoring and forecasting system applied to the area of Ho Chi Minh City.

According to EVNNLDC, in the past two years, renewable energy sources have been strongly developed in Ho Chi Minh City, especially the RSP type. Currently, in the city, there are more than 14,000 RSP systems with a total installed capacity of nearly 370MWp, being capable of meeting 8-10% of the city's capacity demand in times of high radiation. This type of distributed source currently accounts for a large proportion, directly affecting the quality of distribution grid operation. However, the operation of this power source is quite difficult because its capacity to generate power depends on actual radiation conditions, is difficult to predict and cannot be stored. In addition, connecting these power sources to the Ho Chi Minh City Dispatch Center is still challenging.

Engineers of EVNNLDC and EVNHCMC have researched and developed an RSP monitoring and forecasting system applied to the Ho Chi Minh City area. Ho Chi Minh City is based on Google's artificial intelligence (AI) and machine learning platforms. Specifically, instead of having to collect all measurement points at the same time to calculate the total amount, the new technology allows calculating with high accuracy of the power generated from RSP sources based on meteorological data across the city. The solution has provided useful information for the management and operation of RSP in Ho Chi Minh City. Currently, EVNNLDC and EVNHCMC continue to develop and perfect the Web-based version, in order to provide this tool for the power companies, contributing to the common task of ensuring the safe, stable, reliable and economic operation of the power system.
