Reporter: Dear Sir, EVN has been assigned by the Government to both ensure the production and sufficient supply of power for socio-economic development and people's use, as well as perform the tasks of propagandizing the power saving. Could you please tell us how EVN has implemented the National Program on the EE in the period of 2019 - 2030?
Mr. Tran Viet Nguyen: Firstly, EVN has followed up the Program, the directions of ministries, branches and the National Steering Committee on the EE; Developed a 5-year and annual action plan, focusing mainly on such contents as: Propaganda on saving power, reducing power loss (in the stages of power production, transmission and distribution) according to the roadmap of 6.5% and 6% in 2025 and 2030 respectively.
Secondly, EVN has closely coordinated with socio-political organizations from the central to local levels to carry out propaganda programs on the EE; Develop electronic propaganda documents/materials for spreading dissemination and communication on websites and social networks.
Thirdly, EVN has been making statistics and monitoring the power consumption reality of all power customers, especially industrial export enterprises, service businesses, enterprises named on the list of key energy users following the Prime Minister's annual decision.
Fourthly, EVN has been building up applications and platforms to provide online information about customers' power consumption, consulting and recommending solutions for customers to the EE such as: EVNSOLAR (solar.evn.com.vn) - connection between installation companies, investors and house-roof owners to install and develop rooftop solar power; online tool https://uoctinhdiennang.evn.com.vn helps customers to estimate household power consumption; household energy management (HEM) applications, ePoint (daily power consumption monitoring), etc.
Fifthly, EVN has studied and given proposals to ministries, branches and the Government in issuing mechanisms and policies to encourage and promote the energy use and efficiency such as: demand side management (DSM); demand-side response (DSR), providing energy service company (ESCO), promulgating standards, technical regulations, Minimum energy performance standards (MEPS)
Reporter: From the economic perspective, many reputable international organizations that research on energy security believe that an effective investment of 1-dong capital for the EE brings benefits equivalent to an investment of 4-dong capital for development supply sources. As for EVN, do you have any specific assessment when applying it in practice at your unit?
Mr. Tran Viet Nguyen: Investing in energy efficient solutions will help businesses reduce production and business costs in the long term, sustainably develop, contribute to ensuring energy security and protect the national environment.

Reporter: Sir, do you have any recommendations for the State management agencies about the problems that the corporation is facing in the implementation of the EE?
Mr. Tran Viet Nguyen: EVN proposes the Ministry of Industry and Trade to soon study on and issue regulations on ESCO activities (form of energy service company) to attract more businesses to participate in this form of activity.
In addition, EVN proposed the Ministry of Industry and Trade to coordinate with the Ministry of Science and Technology to continue researching and developing sets of mandatory standards and technical regulations to encourage customers to use high-performance equipment and devices, saving power to ensure the implementation of the national program on the EE.
