Proactively develop response scenarios.
In order to proactively respond to unusual occurrences of natural disasters, storms and floods, EVN requires hydropower companies to regularly check and promptly remedy defects in dams and dam operating equipment before the arrival of rainy season; at the same time coordinate with relevant authorities and owners of dam and reservoir to operate reservoirs to ensure safety for works and downstream areas; especially when operating flood discharge. On the other hand, hydropower companies also need to install warning systems for power generation and flood discharge operation in relation with the actual situation in the locality; prepare the flood discharge scenarios based on the design of the reservoir, ensuring the safety of the works and the downstream area; actively research and apply scientific and technological achievements to hydro-meteorological monitoring and forecasting, and calculate on discharge floods for safe and efficient operation of hydropower reservoirs.

For power grid operation management units, EVN has required strengthening inspection, consolidation and promptly remedying shortcomings of equipment, foundations and poles, transmission lines, substations (especially in the vulnerable locations, power poles located on slopes, river banks, etc.), ensuring the safe operation of the power grid in the rainy season.
EVN has also requested units to re-evaluate the possibility of flooding 110kV and 220kV substations, and promptly develop response plans for each substation. When a storm hits, the Power Corporations shall rearrange the shifts for unmanned substations; to concentrate all means and resources to promptly overcome power grid problems, to avoid prolonged power outages in disaster-affected areas. The National Power Transmission Corporation needs to strengthen solutions for safe operation of 220kV and 500kV lines, especially the North-South 500kV line; directing in thoroughly solving violations in the high-voltage grid safety corridor.

In order for this year's disaster prevention and control work to be performed in highly effective manner, local authorities need to closely coordinate with the Electricity sector in mobilizing people to cut down trees and clear the corridors of the urban transmission lines before the rainy season; support and coordinate in propagating and protecting the properties of the Electricity sector, protecting the power grid safety corridor; coordinate in the locality in propagating, guiding and warning people to use electricity safely in the rainy and stormy season, especially inspecting the electrical equipment during the recovering process of power resupply after storms or areas deeply submerged before any power reuse.
To ensure the safety of disaster prevention and control, the Ministry of Industry and Trade requires EVN:
- Ensure the safety of power supply in the rainy and flood season;
- Regularly check and assess the safety of transmission systems, substations, transmission lines;
- Strengthen inspection and direction for safe operation of reservoirs and dams, especially hydropower reservoirs in areas with many natural disaster risks.
- Check and assess the state of the dams; flood discharge equipment, works, intake gates, etc., and promptly overcome defects (if any) before the rainy or flood season;
- Review and supplement the disaster response plans for the work, downstream of the dam and plans to respond to emergency situations;
