Increasing satisfaction of power consumers

Since “The business and customer service year 2013” was commenced with 4 categories of targets consisting of 14 particular targets set out, the evaluation of power service quality and consumer satisfaction has been conducted with the method applied in developed countries.

According to the evaluation of the Independent Consultant, the average rate of customer satisfaction of the entire Vietnam Electricity (EVN) has been gradually increasing.

Improving business environment

Among other 10 indicators of Vietnam business environment, the power accessibility indicator has represented the most improvement during 2013-2017 period in spite of not reaching the highest rank.

The power accessibility indicator of Vietnam in 2017 ranks 64/190 among the economies reaching the target of ranking requirements by the Government in Resolution no. 19-2017/NQ-CP dated 6/2/2017 (rank 70 is required), which helps Vietnam business environment improve by 14 levels and rank fifth among ASEAN region.

According to the evaluation report of DoingBusiness 2018 recognizing power supply reliability and power price transparency rates, Vietnam is marked 6 out of 8 – increasing by 3 compared to its mark in DoingBusiness 2017 (3/8 in BD2017), which has significantly helped to improve the power accessibility indicator in 2017.

These have been realized by Doing Business as outcomes of EVN’s reform in power supply, such as: Deploying power system automation (SCADA/ miniSCADA), Remote control centres, DAS (distribution automation system) and MDMS system which help to enhance the power supply reliability rate with stable quality; investing in facilities, training staff in order to put the hotline power repair system into operation in the provinces/ cities directly under the Central government.

EVN has conducted a large number of reforms so as to shorten the implementation process and simplify the procedures, documents and strengthen the transparency and publicity of the power industry’s services. For instance, EVN has promulgated the Regulations on power service supply, in which the implementation process is shorten and the procedures related to the Power industry’s responsibilities are cut down, such as combining 2 procedures of “Receiving inquiries and reaching connecting agreement” and “Surveying sites” into 1 procedure of “Receiving inquiries, surveying sites and reaching connecting agreement”, the process accordingly shortens from 4 days down to 2 days; Shortening implementation process of “Entering into power sales contract, accepting and energizing” from 7 days down to 3 days in HCMC and down to 5 days in other provinces/ cities.

During September 2017, Vietnam Electricity actually supplied 9.914 new customers with the power industry’s average processing time of 4.75 days (2.25 days earlier than set out); implementing “connected one port” reform of administrative procedures, simplifying documents, concurrently carrying out the tasks of the Power industry and the state management agencies; providing the power service supply in general and medium voltage power service supply in particular in the industry’s customer care websites, satisfying the 3rd level online public service demand.

Approaching developed economies

Compared to other countries in Asia – Pacific and in the Organisation of Economic Co-operation and Development OECD in terms of indicator evaluation, Vietnam has fewer number of procedures for the same types of process (nearly ½ time fewer than the average rate of those in these groups).

However, Vietnam has high rates of expenses and costs due to the low gross domestic product. The rates of power supply reliability and power price transparency in Vietnam have improved a great deal, which gets Vietnam a mark close to the average rate of the OECD countries and much higher than the average rate of the Asia – Pacific countries.

In terms of power accessibility indicator, Vietnam ranks 7th among the countries in the Southeast Asia region and has made the fastest improvement of ranking in the region, in which Malaysia continues to hold the top rank of the region. Based on the evaluation factors of power accessibility indicator, Vietnam ranks 2nd among ASEAN region in terms of numbers of procedures and processing hours (only after Brunei).

Compared to a number of developed countries, Vietnam’s power accessibility indicator has approached that of such developed economies as the U.S., Australia and is much better than several developed economies including Israel (77), Mexico (92), China (98), Hungary (110), Canada (105), Ukraine (128), Romania (147)…
