Releasing power capacity of renewable energy projects in Ninh Thuan province

According to Mr. Luu Xuan Vinh - Deputy Secretary of Ninh Thuan Provincial Party Committee and Chairman of Provincial People’s Committee (PPC), the Government have currently approved the policy on developing Ninh Thuan province into a renewable energy center (wind power, solar power) of the country.

The PPC issued investment policy decisions for 30 solar power projects with a total capacity of 1,788.79MW. In which, 19 projects with a total capacity of 1,002.9MW signed Power Purchase Agreements (PPA). Regarding wind power, the PPC issued investment policy decisions for 14 projects with a total capacity of 798.75MW.

A number of projects have been commenced and expected to be put into operation right in the end of 2018 and early 2019. However, the power transmission system in the province is estimated to release only 777.35MW, not meeting the demand on releasing capacity of on-going energy projects.

On this issue, Chairman of EVN’s Member Council Duong Quang Thanh said that in order to release the power capacity of renewable energy projects in Ninh Thuan, Binh Thuan and Khanh Hoa provinces, based on the report of EVN, the Ministry of Industry and Trade has submitted to the Prime Minister a proposal for a list of power grid projects to be incorporated in the Revised Power Master Plan No. VII.

Particularly, there were proposals to supplement planning and revise the progress of some projects in Ninh Thuan province such as: Investment in Thuan Nam 500kV substation and Thuan Nam - Chon Thanh 500kV transmission line (2025); Ninh Phuoc 220kV substation and connection part (2021); Ninh Phuoc - Vinh Tan 220kV double-circuit transmission line (2023), etc.

However, the specific duration for investment in solar power projects is short, which is in only a period of 6 to 12 months. Meanwhile, the minimum period needed for investment in construction is 3 years for 200kV grid works and 5 years for 500kV ones. Therefore, releasing capacity of solar power projects in the coming time becomes very difficult.

At the working session, leaders of the two sides discussed and proposed solutions to encourage investors to participate in developing Thuan Nam 500kV substation and Thuan Nam - Chon Thanh 500kV transmission line, investing in projects to serve releasing capacity of power sources from renewable energy in the form of socialization.

EVN also proposed Binh Thuan PPC to provide mechanisms to manage and monitor the investment in renewable energy power projects in the province in order to exploit advantages of the province while ensuring the investment efficiency in works of power source and power grid connection, expediting capacity release.
