Reporter: Dear Sir, since October 26, 2018, Circular 25/2018/TT-BCT has amended and supplemented some a number of articles of Circular No. 16/TT-BCT dated May 29, 2014 on the application of the officially effective electricity price. Please tell us the new points of this Circular?
Mr. Nguyen Anh Tuan: Circular No. 25 supplemented the provisions related to the implementation of electricity selling price for students and labourers renting houses for dwelling.
These supplements will simplify and facilitate the implementation of the public, as well as the inspection and supervision of State management agencies for the lessors who collect electricity charges at the higher rate than the prescribed one for the purpose of getting illegal interest.
Specifically, these supplements are to guide the electricity retailing price for students and labourers renting houses (where the lessors are not households) with the priority given to applying the electricity retailing price according to Level-3 electricity price for the total output of electricity measured at the meters (for lessees with less than 12-month rent and the unidentified number of households) in order to overcome the fluctuations in number of lessees in the allocation of electricity consumption norm.
In addition, the Circular also added provisions related to the guidance on application of electricity selling price in urban areas and high-rise apartment buildings which have been handed over to customers by the Employers, but not completed the asset settlement procedures to hand over the power grid to Electricity Sector for management; for application of electricity wholesaling price in marketplaces, including the determination of electricity users subject to the electricity wholesaling price in marketplaces and the deduction level of electricity wholesaling price in marketplaces.

Reporter: In order to effectively and practically implement the provisions of Circular 25, what measures should be taken by the Ministry of Industry and Trade and the Electricity Industry?
Mr. Nguyen Anh Tuan: In order to disseminate the provisions of Circular 25, the Electricity Regulatory Authority of Vietnam has sent Dispatch No. 1605/HDT-GP dated October 16, 2018 to the Departments of Industry and Trade of the centrally-administered provinces and cities, and Dispatch No. 1606/DDT-GP to EVN for requesting them to disseminate the contents of Circular 25 within the electricity units in the managed area for awareness and implementation
The units under the Ministry of Industry and Trade, Departments of Industry and Trade of the centrally-administered provinces and cities, ElectricityCorporations/Electricity Companies/Electricity Retailers in Rural Areas, Collective Quarters, Residential Groups, Trade - Service - Daily Activities Complexes should actively carry out the tasks as assigned in Directive No. 07/CT-BCT dated August 28, 2018 by the Minister of Industry and Trade on strengthening the inspection of the electricity retailing price applicable to students and labourers renting houses for dwelling.
At the same time, the provincial/city People's Committees shall coordinate in directing the provincial/city public security agencies and their affiliated units to carry out the tasks in Directive No.07/CT-BCT to ensure the implementation of the State's policy on electricity prices for such students and labourers.
