The KfW delegation was led by Mr. Daniel Plankermann, Director of KfW for Vietnam, Laos, and Cambodia.
Representing EVN were Mr. Pham Hong Phuong, Vice President; Mr. Nguyen Xuan Nam, Vice President; along with representatives from EVN’s specialized departments.

At the first working session chaired by EVN Vice President Pham Hong Phuong, the two sides exchanged information on the progress of the Tri An Hydropower Plant Expansion Project (Dong Nai Province). EVN and KfW agreed to maintain close coordination in completing documentation, updating project information, and addressing technical, financial, and environmental–social matters in accordance with regulations. In the spirit of partnership, both sides will continue regular exchanges to ensure the project proceeds effectively and in the right direction. The loan agreement for this project was signed on June 24, 2025, between EVN and KfW, with a total loan value of EUR 65 million.
In addition, as part of preparations for the Tuyen Quang Hydropower Plant Expansion Project, the two sides discussed the next preparatory steps and requirements for the upcoming appraisal phase. EVN requested KfW’s continued support in terms of technical assistance and procedural guidance to facilitate the review and implementation of the project in the near future. KfW acknowledged EVN’s proposal and affirmed its willingness to consider and coordinate within the donor’s procedural framework.
Subsequently, during the working session chaired by EVN Vice President Nguyen Xuan Nam, the two sides discussed long-term cooperation directions in the energy sector, focusing on power generation development programs and exploring opportunities to expand collaboration in renewable energy.
KfW expressed its desire to continue accompanying EVN through technical assistance and investment preparation consultancy, while jointly exploring appropriate financial models, including the mobilization of concessional financing combined with technical support for several large-scale renewable energy projects.
