On the morning of January 20, in Ho Chi Minh City, a working delegation of Vietnam Electricity (EVN), led by EVN President and CEO Nguyen Anh Tuan, held a working session with Power Generation Corporation 3 (EVNGENCO3) on environmental protection activities and the implementation status of the project “Upgrading the flue gas treatment systems of EVNGENCO3’s thermal power plants.”

Many positive highlights
Reporting to the working delegation, EVNGENCO3 General Director Le Van Danh stated that environmental protection activities at units under EVNGENCO3 are currently being implemented seriously, methodically, and in a synchronized manner. All power plants possess valid environmental permits. Environmental protection facilities are maintained and operated stably and reliably. Environmental monitoring activities are fully carried out, with automatic monitoring systems continuously transmitting data directly to state management authorities. In particular, coal-fired thermal power plants also publicly disclose monitoring data on electronic boards at plant entrances, ensuring transparency and enabling community supervision. Monitoring results show that current emissions and wastewater parameters are all within the permissible limits in accordance with the applicable standards.

One of the most notable highlights in EVNGENCO3’s environmental protection efforts is the effective consumption of all ash and slag generated daily, as well as a portion of the ash and slag previously stored at the ash disposal site of Vinh Tan 2 Thermal Power Plant, during coal-fired power generation. In the period 2021–2025, the ash and slag generated at Vinh Tan 2 and Mong Duong 1 Thermal Power Plants were not only fully consumed, but the volume of stored ash and slag was also gradually reduced, demonstrating a proactive and effective approach in implementation.
Notably, at Vinh Tan 2 Thermal Power Plant, EVNGENCO3 has developed a stable, long-term ash and slag consumption plan and has put into operation an ash–slag separation line with a capacity of approximately 700,000m³ per year. This provides a solid foundation to strive for the complete consumption of the remaining stored ash and slag by 2028. This is an important step that not only reduces environmental pressure but also contributes to promoting a circular economy in the power sector.
Currently, coal-fired thermal power plants such as Vinh Tan 2 and Mong Duong 1 are equipped with synchronized flue gas treatment systems, including electrostatic precipitators, SO₂ removal systems, and NOx control solutions appropriate to boiler technology. These systems are operating stably and fully meet the requirements of environmental permits and applicable technical standards.
For combined-cycle gas turbine power plants at Phu My and Ba Ria, the use of gas fuel—a cleaner energy source—together with low-emission combustion technology has helped maintain emission parameters at low levels, within the permissible limits stipulated by regulations.

Chairman of EVNGENCO3 Board of Directors Dinh Quoc Lam delivers remarks
At the working session, Chairman of the Board of Directors of EVNGENCO3 Dinh Quoc Lam proposed several solutions to enhance the effectiveness of environmental protection at the company’s affiliated thermal power plants. In particular, with the aim of meeting the requirements of QCVN 19:2024/BTNMT (the Regulation), EVNGENCO3 has proactively developed a two-phase roadmap. In the immediate phase, during 2026, the Corporation will focus on solutions to improve the efficiency of existing systems, ensuring absolutely no environmental violations occur. At the same time, large-scale renovation and upgrading projects will be implemented according to a roadmap aligned with maintenance and overhaul schedules, so as to harmonize environmental protection requirements with the task of ensuring safe and continuous power supply. The target is to meet Column A standards in accordance with the Regulation by 2028.
Strengthening inspection and supervision
In his directive remarks at the working session, EVN President and CEO Nguyen Anh Tuan requested that EVNGENCO3 continue to maintain a high state of readiness at its power plants, identify environmental protection as a key task, and absolutely avoid any violations.
The EVN leader also emphasized that EVNGENCO3 should regularly review and maintain wastewater treatment systems; carry out inspection and calibration of environmental monitoring systems to ensure full and accurate data recording during operation. In addition, efforts should be focused on closely monitoring and accelerating the completion of the fully enclosed coal storage roof at Vinh Tan 2 Thermal Power Plant, in order to meet environmental management requirements and ensure safe operation.
