Developing Con Dao is long-term political responsibility

According to Comrade Vo Van Minh, the inauguration of the project to supply power from the national grid to the Con Dao Special Economic Zone by Vietnam Electricity in December 2025 is a historic turning point. The project has completely replaced the traditional diesel power source on the island with a power source from the national grid, creating a fundamental foundation for improving the quality of life for the people, promoting economic and social development, ensuring national defense and security, and protecting the island's ecological environment.

The Chairman of the Ho Chi Minh City People's Council requested that the electricity sector and related units organize the safe, stable, and continuous operation of the smart grid system, perfecting technical management, maintenance, and monitoring processes according to modern standards. This will ensure the quality of electricity serving the lives and activities of the people and the economic and social activities on the island.

Furthermore, it is necessary to strengthen the connection between smart electricity infrastructure and smart governance goals in the area; link energy development with green growth orientation and environmental protection; and gradually promote appropriate solutions to reduce emissions, protect the ecosystem, landscape, and unique values of Con Dao.

Completing essential electricity infrastructure and improving quality of life

According to Mr. Pham Quoc Bao, Chairman of the Board of Members of EVNHCMC, after a period of urgent, serious, and synchronized construction from September 2025, the project has now been basically completed and put into operation with modern smart grid solutions.

Notably, this includes operating the 110kV GIS Con Dao substation using an unmanned substation model; automating the medium-voltage power grid for 100% of the 22kV lines; implementing online operational monitoring and building outage maps for all distribution substations on the island; and connecting, monitoring, and controlling distributed rooftop solar power systems to the EVNHCMC and Vietnam Electricity's control center.

In addition, an online monitoring system for power supply reliability and power loss indicators will be implemented, providing customers with all services and electricity consumption data through a customer care application.

EVNHCMC is committed to continuing to support the City and the Con Dao Special Economic Zone in investing in, managing, and operating an increasingly modern, smart, safe, and reliable power system, gradually moving towards undergrounding the power grid on the island, contributing to the strong development of Con Dao, making it worthy of being a leading smart, green, and sustainable marine economic and ecological zone in the country.
