Accordingly, the 2026 electricity generation price framework applicable to combined-cycle gas turbine thermal power plants using natural gas, as stipulated in point a, clause 2, Article 1 of Circular No. 09/2025/TT-BCT dated February 1, 2025, issued by the Minister of Industry and Trade, which regulates the dossier, procedures, and methods for determining and approving the electricity generation price framework; and the dossier, procedures, and processes for developing and approving the electricity import price framework, is as follows:

1. The electricity generation price framework for 2026 is: 0 - 3,410.64 VND/kWh (excluding value-added tax). The maximum price is 3,410.64 VND/kWh.

2. The specifications used to calculate the maximum price of the electricity generation price framework applicable to combined-cycle gas turbine power plants using natural gas in 2026 are:

- Net capacity: 1,008,104 kW.

- Net heat rate at 85% load: 6,542.96 BTU/kWh.

- Main fuel price (natural gas): 11.98 USD/million BTU.

- Main fuel transportation cost to the plant: 1.87 USD/million BTU.

- Exchange rate: 26,378 VND/USD.

Based on the electricity generation price framework stipulated in this Decision, Vietnam Electricity and power generation units shall sign electricity purchase and sale contracts in compliance with the regulations on the method of determining electricity generation service prices issued by the Ministry of Industry and Trade.

This Decision takes effect from 23 July 2026.
