Accordingly, Article 1 of the Circular: Amending and supplementing several articles of Circular 09/2025/TT-BCT of the Minister of Industry and Trade stipulating the dossier, order, procedures, methods of determining and approving the electricity generation price framework; regulations on dossiers, order, and procedures for developing and approving the electricity import price framework.

Article 2: Amending and supplementing several articles of Circular 12/2025/TT-BCT of the Minister of Industry and Trade regulating the method of determining electricity generation service prices; principles of calculating electricity prices for implementing power projects; and main contents of electricity purchase contracts.

Article 3: Transitional provisions: The electricity seller has submitted a dossier requesting negotiation of an electricity purchase contract and the two parties are in the process of negotiating electricity prices before the effective date of this Circular but have not yet agreed to sign an electricity purchase contract, the negotiations shall continue according to the provisions of Circular No. 12/2025/TT-BCT, except in the case where the electricity seller chooses to apply this Circular to continue negotiations, the electricity seller and the electricity buyer shall negotiate electricity prices according to the provisions of this Circular.

Circular 54/2025/TT-BCT takes effect from November 21, 2025.
