Director of Dien Bien Dong Power Company Le Van Tung said that the project of the domestic electricity system of 2 substations of Tong So and Ao Ca, Pu Hong commune has a total investment of VND5.2 billion, supplying power to 36 households in Tong So village and 45 households in Ao Ca village. The project was commenced in early April 2023 and completed by the end of 2023. The project was completed and put into use, helping people fulfill their wish to use the national grid, and contributing to promoting socio-economic development in the area.
Up to now, after nearly 4 years of mobilizing resources for implementation, by the end of September 2024, the whole district has 14/14 communes and towns supplied with power from the national grid, reaching 100%; 189/198 villages have national grid electricity, reaching 95.4% of the total number of villages; the number of households using national grid electricity is 13,838/14,543 households, reaching 95.1% of the total number of households in the district.
In 2024, on the occasion of the 70th Anniversary of Dien Bien Phu Victory, Ho Chi Minh City supported investment in the construction of national grid projects with a total cost of VND 50 billion, expected to supply power to 654 households in communes in Dien Bien Dong district, such as Xa Dung, Pu Nhi, Chieng So, Tia Dinh, Keo Lom, Phi Nhu, Muong Luan and Na Son.

The scale of new construction is 16.5km of medium voltage line (35 kV); 25.7km of 0.4kV line; construction of 12 substations with a total capacity of 650 kVA and 654 electronic meters to supply power to off-grid households.
By the end of October 2024, out of 10 projects, 1 project has been completed, the other projects are expected to be completed by December 2024.
Mr. Bui Ngoc La, Acting Secretary of Dien Bien Dong District Party Committee, said that with the support capital from Ho Chi Minh City, it is expected that by the end of 2024, the number of villages supplied with power in the district will be 198/198 villages, reaching 100%. The number of households using electricity will increase by about 1,280 households compared to 2023’s, bringing the total number of households using electricity in the area to 14,433/14,543 households and reaching 99.2%.
According to Mr. Do Thanh Tuan, Deputy Director of Dien Bien Electricity Company, by the end of September 2024, the whole Dien Bien province had 129/129 communes, wards, and towns supplied with power from the national grid, reaching a rate of 100%. The number of households in the whole province using national grid electricity was 132,862/141,469, reaching a rate of 93.9%, of which the number of rural households supplied with power reached 106,627/115,142, reaching 92.6%.
In 2024, Dien Bien province approved the investment policy for the Rural Power Supply Project from the National Grid under the "Light Up Dien Bien" Program with the goal of building a rural electricity system to supply power for daily life and production for 5,093 households in 110 villages and hamlets in 47 communes in districts in the province.
Project scale: Investment in construction and installation of 365km of new 35kV medium voltage lines; 105 substations with a total capacity of 5,550kVA; 159km of 0.4kV low voltage lines and 5,093 meters. The total project investment is VND1,260 billion, implemented from 2024 to 2026.
“Light Up Dien Bien” is a project to supply power to rural areas from the national grid with a scale of supplying power to 10,400 households, including 118 off-grid villages, with a total capital of more than VND2,000 billion. This is a program to realize the goal of the Resolution of the 14th Dien Bien Provincial Party Congress by the end of 2025, the number of households using electricity will reach 98%.
