Reporting on the preliminary summary of ESCO pilot implementation conducted by the Southern Region Power Corporation (EVNSPC) – which had been assigned by EVN to carry out ESCO model on a pilot basis, Mr. Dang Nguyen Phuong, Deputy Director of Power Trading Inspection and Supervision Department of EVNSPC said that over the past time the Corporation has selected a joint venture partner, developed coordination protocols, procedures, prepared contract forms, organized seminars to introduce energy service models.
EVNSPC signed contracts with customers to implement ESCO program under such forms as: Energy saving sharing contract and Energy saving ensuring contract.
Many customers upon application of ESCO program in their production activities commented that the program helped reduce costs as well as improve images of enterprises in the market. In Can Tho Seafood Import Export Company (Caseamex), after implementation of ESCO model, the power saving amount per year was 240,000 kWh, equivalent to VND 390 million, and CO2 emission volume was reduced by 136 tons/year.
Assessing the outcomes of ESCO model pilot implementation program, Mr. Tran Viet Nguyen – Deputy Director of Business Department of EVN said that a lot of companies had signed contracts with EVN for implementing ESCO program. For the time being EVN has been expediting discussions with 9 potential customers in Can Tho, Vung Tau, Binh Duong and Dong Thao provinces to come to contract conclusions.
Besides advantages, ESCO model faces a lot of difficulties because of its unfamiliarity, insufficient regulations, mechanisms, regulatory policies; difficult funding mobilization for project implementation, insufficient and weak manpower in this area, etc. In the coming time, EVN will study ESCO operation models via concrete projects to make suggestions and recommendations to state management bodies for considering and completing mechanisms, policies, solutions to enable this model develop in Vietnam.
As planned, between 2016 and 2020, every year EVN will implement at least 50 ESCO projects (at least 10 projects per power corporation).
Accordingly, all power consumers are subject to the project implementation. EVN will prioritize small and medium projects with a total investment cost from VND 500 million to VND 2 billion. Temporarily, EVN shall provide investment capital, power corporations shall prepare projects, invest and manage projects efficiently.
Delivering keynote speech in the Seminar, EVN Vice President Nguyen Tan Loc requested EVNSPC to continue pushing up ESCO program to get to customers in various forms, assuring the efficiency of this model in comparison with other power saving programs. “Not only water boiler using solar energy, companies should expand their investment products based on ESCO model such as solar panels, lighting, solutions consulting, etc".

ESCO is an energy service company form, specialized in providing comprehensive energy solutions ranging from design and implementation of energy saving, energy conservation projects, energy infrastructure renting, etc.
ESCO will implement energy service packages including planning, construction, installation, operation and maintenance, optimization, financial contribution, etc.
ESCO will secure investment costs, energy saving outcomes, and take commercial risks to realize energy efficiency solutions and management over the service duration.
