EVN reviews the progress of power import transmission projects

On September 19, in Hanoi, President and CEO of Vietnam Electricity (EVN) - Mr. Tran Dinh Nhan chaired a meeting to review the progress of power import transmission projects to Vietnam. The President and CEO requested the assigned units to implement drastic measures to complete the progress on schedule.

The report of the EVN Construction Management Board shows that EVN is implementing many power transmission projects to import electricity into Vietnam. In particular, for example, the Nam Mo - Tuong Duong220kV transmission line project (section in Vietnam's territory) deployed by EVNPMB1 is in the sprint stage and is expected to be completed in October 2022. EVNPMB1 and its contractors are focusing all their resources to meet this target.

Meanwhile, 3 projects assigned to EVNPMB2 are facing many problems. Specifically, the project of Bo Y 220kV Switching Station and 220kV lines connecting NamKong 1, 2, 3 Hydropower Plants (Laos) to the Vietnamese power system still faces site problems for 3 pillars. It is expected that the construction will be completed and energized in December 2022.

The project of Dak Ooc 220kV switching substation and 220kV lines connecting Nam Emoun Hydropower Plant cluster (Laos) to Vietnam's power system is in the investment stage and facing difficulties in applying for a change of forest use purpose. The progress of site clearance is also slow as some households do not agree with the compensation plan according to regulations. This project is expected to be completed in the second quarter of 2023.

The  Monsoon - Thanh My 500kV transmission line project (section in Vietnam's territory) is focused on implementing the verification and approval of the engineering design. The project is expected to be completed energizing in October 2024.

On the side of the National Power Transmission Corporation, this unit undertakes to implement 14 transmission projects to import electricity. Which, in addition to the completed 220kV Bac Quang substation (Ha Giang), there are a number of projects expected to be completed in 2022, including the Lao Cai - Bao Thang 220kV transmission line (expected to be completed in September); dual circuit 220kV line connecting  Bac Quang Station 220kV (November); projects to increase the load capacity of Viet Tri - Vinh Yen - Soc Son, Yen Bai - Viet Tri and Thai Nguyen - Bac Giang 220kV lines (December).

The remaining projects are expected to be completed and energized in the period 2024-2026. However, these projects are facing problems with procedures for converting forest land use purposes and issues of site clearance, potentially causing many risks affecting the project progress.

Directing at the meeting, EVN’s President and CEO Tran Dinh Nhan emphasized the importance of transmission projects for electricity import and required the top leaders of the units to be present at each construction site, and encouraged construction contractors to speed up the project construction progress. Along with that, regularly work with ministries, branches and localities in speeding up procedures for forest use conversion and compensation for site clearance. In the process of working with provinces/cities, if there are problems, they should be promptly reported to EVN's leaders for handling.
