Operational situation in October 2025; Objectives and tasks in November 2025

In October 2025, Vietnam Electricity ensured a safe power supply to serve the country's socio-economic development and meet people's daily needs. The total system's power production and import output in October 2025 reached 27.26 billion kWh. Accumulated in the first 10 months of 2025, the total system's output reached 268.82 billion kWh.

The proportion of mobilized power sources in the whole system in the first 10 months of the year is as follows:

+ Hydropower: 87.58 billion kWh, accounting for 32.6%.

+ Coal-fired thermal power: reached 124.26 billion kWh, accounting for 46.2%.

+ Gas turbines: 16.64 billion kWh, accounting for 6.2%.

+ Renewable energy: 32.59 billion kWh, accounting for 12.1% (of which solar power reached 20.59 billion kWh, wind power reached 10.99 billion kWh).

+ Imported power: 7.38 billion kWh, accounting for 2.7%...

Power transmission output in October 2025 reached 22.88 billion kWh, bringing the accumulated total for the first 10 months of 2025 to 221.36 billion kWh.

Business and Customer Service Operations:

- Regarding power supply to 113 villages with poor or no mobile coverage: the Northern and Central Power Corporations have completed power supply to 35/35 BTS stations in villages with poor or no mobile coverage without electricity. The remaining 72 BTS stations are supplied with power from local sources.  EVN has completed all power supply preparations and is awaiting MobiFone’s installation schedule to implement the plan.

- On supplying power to villages without electricity: EVN has consolidated the investment volume for power supply to villages, households without electricity, households using shared connections, and medium- and small-scale irrigation pumping stations in the Mekong Delta region, in line with the objectives of the Rural, Mountainous, and Island Power Supply Program. This data will be used to register state budget capital under the 2026–2030 medium-term public investment plan, as directed by the Ministry of Industry and Trade and the Ministry of Finance.

Regarding the deployment of the shared customer care application in EVN: The application’s main functions have been developed and fully integrated for internal testing. The next step is to calibrate and finalize the functions before official deployment.

Situation of responding to and overcoming storm incidents: In October 2025, 02 storms appeared in the East Sea. Storm No. 11 (MATMO) from October 1-6, 2025, causes severe flooding in the northern localities and great damage to power plants and power supply in Thai Nguyen, Bac Ninh, Lang Son, and Cao Bang. Storm No. 12 (FENGSHEN), which occurred from October 17–23, 2025, brought very heavy rain and floods, causing significant damage to people and property in localities from Quang Tri to Quang Ngai. Storm No. 12 (FENGSHEN), from October 17 to 23, 2025, caused heavy rain and flooding, resulting in severe damage to people and property in localities from Quang Tri to Quang Ngai. EVN has directed its units to mobilize personnel to support the repair of storm-related incidents in the power system, promptly restoring electricity supply to affected customers while ensuring safety.

Construction and Investment Activities: In the first 10 months of 2025, EVN and its units focused on investing in power generation and grid projects in line with the annual plan, with an emphasis on key projects under the direction of the Standing Committee of EVN’s Party Committee.

Regarding the power grid, in the first 10 months of 2025, EVN and its units started 135 projects and completed energizing 172 power grid projects from 110kV to 500kV (05 500kV projects, 21 220kV projects, and 146 110kV projects).

Some outstanding results achieved are as follows: (i) Starting 02 power source projects: Bac Ai Pumped Storage Hydropower Plant, Tri An Hydropower Plant Expansion; (ii) Completing the project of supplying power from the national grid to Con Dao Special Zone; (iii) Completion of the  Lao Cai 500kV substation and the  Lao Cai - Vinh Yen 500kV line; (iv) Completion of 05 power grid works (Vinh Yen 500kV substation, Huoi Quang - Nghia Lo power line; Phu Binh 2 and Ba Thien 220kV substations; Nhon Trach 3 - My Xuan branch - Cat Lai 220kV line; installation of additional capacitors on the Northern power grid; (v) Completion of site clearance for Thanh Xuan 220kV substation and Tay Ha Noi - Thanh Xuan 220kV line, etc.

For key power source projects: (1) The Hoa Binh Hydropower Plant Expansion Project has successfully installed the rotor of Unit 2 and is completing and adjusting to generate power in November 2025. Quang Trach 1 Thermal Power Plant Project: overall progress has reached 96.57%, including preparations for coal firing of Unit 1 in November 2025, among other activities.

Enterprise Restructuring and Reorganization Activities: EVN and its subsidiaries have completed the first phase of organizational streamlining and restructuring. They have also submitted recommendations to the competent authorities regarding the transfer and authorization for EVN to assume control of public power assets, in accordance with Government Decree No. 02/2024/NĐ-CP, following the consolidation and streamlining of EVN’s management and operational structures.

Social Security Activities: In the first 10 months of 2025, EVN and its member units carried out numerous meaningful social welfare activities, with a total value of approximately VND 125.6 billion. Typical of this is actively participating in sponsoring and supporting the program "eliminating temporary and dilapidated houses," in many localities with a total amount of nearly VND 50 billion; supporting the overcoming of consequences of natural disasters and floods in many localities in the North and Central regions with a total amount of about VND 31.7 billion.

Some key tasks of EVN in November 2025

EVN directs its units to ensure an adequate power supply for the country’s socio-economic development and the needs of the population, with a focus on maintaining a safe and stable electricity supply to support activities leading up to the 14th National Congress of the Party, as well as political and social events at the end of 2025. EVN proactively develops specific plans to implement solutions that ensure the progress and quality of power generation and grid projects in accordance with the approved plans.

Regarding power generation and supply:

EVN directs its units to continue strictly, decisively, and effectively implementing the requirements and tasks set forth by the Government, the Prime Minister, the Ministry of Industry and Trade, the Ministry of Finance, and EVN, to ensure an adequate power supply for the remaining months of 2025 and to prepare the plan for 2026. In which:

- Hydropower units: monitor and regularly update weather and hydrological conditions, closely coordinate and exchange information with local authorities and relevant state management agencies, proactively develop plans to ensure the safety of power works during the rainy, flood, and storm seasons... Make preparations to store water during the late flood season to achieve the goal of restoring reservoir water levels to normal by the end of 2025.

+ Thermal power units: Proactively coordinate with supply units to ensure sufficient fuel (coal, gas) for power generation. Review technical defects, develop plans, and allocate human resources to ensure generator availability, with the goal of restoring water levels in hydropower reservoirs to normal by the end of 2025.

+ Units: focus on overcoming the consequences of floods and be ready to restore power supply according to the EVN's direction.

Regarding investment in power source construction: Ensure the progress of key power source projects: (i) Hoa Binh Hydropower Plant Expansion: generate power for unit 2 in November 2025; strive to complete the entire project in December 2025; (ii) Quang Trach I Thermal Power Plant: Burn coal for unit 1 in November 2025 and connect unit 1 to the grid in December 2025; (iii) Strive to start construction of Quang Trach II Thermal Power Project in December 2025; (iv) Concentrate all resources, closely monitor the completion of site clearance to implement the Tri An Hydropower Expansion Project; implement the Bac Ai Pumped Storage Hydropower Project according to the signed contract schedule...

Regarding investment in grid construction: Focus on directing and monitoring the progress of investment preparation and construction of key grid projects. In particular, speed up the progress of implementation to energize the Tuong Duong - Do Luong, Do Luong - Nam Cam 220kV  lines; start construction of the Hoa Binh 2 500kV switching station and connection in the fourth quarter of 2025; speed up the progress of the  04-circuit 500kV line connecting to the  Thanh My 500kV substation, etc.

Other tasks:

- Continue to strictly, resolutely, and effectively implement the requirements and tasks under the direction of the Prime Minister in Official Dispatch No. 159/CD-TTg dated 7 September  2025 regarding the orientation and management of fiscal and monetary policies; direction of the Ministry of Finance on the implementation of Resolution No. 226/NQ-CP dated 5 August 2025 of the Government.

- Study and develop plans to upgrade and optimize the power supply to the outpost islands of the Fatherland, such as Bach Long Vy, Tho Chu, Con Co, and Phu Quy.

- Continue to coordinate with relevant units to synchronously deploy data to the National Data Center according to requirements, etc.

To ensure a reliable power supply for economic development and people’s livelihoods under all circumstances, EVN sincerely hopes to continue receiving the support and active cooperation of the public and electricity customers by using electricity efficiently, and advises avoiding the simultaneous use of multiple high-capacity electrical devices during peak hours. Customers are advised to avoid operating multiple high-capacity electrical devices simultaneously during peak hours. Using electricity efficiently not only conserves energy but also minimizes the risk of electrical incidents and helps prevent excessively high electricity bills.
