Getting Electricity Indicator has moved upward 32 steps in 2017: "Decoding" such an impressive performance
The evaluation outcomes of Competitiveness Index in 2017 show that Vietnam's Getting Electricity Indicator has been evaluated by the World Bank as moving 32 steps upward than that of 2016, to 64th among 190 countries and economies. How do experts assess this breakthrough?

EVN has well performed procedural reforms
During the past three years, Getting Electricity indicator has been the best performed indicator among the 10 indicators of Vietnam. It is important to emphasize that this indicator is only one witnessing an unceasing increase every year in the international market. Considering that all the countries are intensifying their reforms, this achievement of Vietnam Electricity is very impressive and remarkable.

Over the years, EVN has well implemented procedural reforms to shorten the power supply duration. EVN has implemented synchronously in all power companies such services as electronic registration, one door receipt, applications allowing customers to monitor the time schedule online, making information available on websites, etc. |

The improvement of Getting Electricity indicator has many implications, because "electricity takes one step ahead"; creating motivation for socio - economic development. With good electricity services and stable electricity quality, provinces can attract domestic and foreign investment capitals and improve the competitiveness of the economy.

Getting electricity costs should be improved
The best improvement in the measurement of getting electricity is "reliability in electricity supply and transparency in power tariff." On a scale of 8 points, Vietnam has achieved 6 points, 3.7 points higher than the average level of Pacific Asia and approaching the European standard of 7.4 points.

In review of 4 years (from 2013 to 2017), the getting electricity duration has decreased from 115 days to 46 days, among which the number of days required by the power sector’s processing falling from 60 days to 11 days.
Not only has the World Bank’s survey acknowledged the efforts of Power sector, but also the findings of previous surveys made by VCCI.
In 2017, VCCI has announced the survey results of over 10,000 private enterprises and nearly 1,600 FDI (Foreign Direct Investment) enterprises, of which EVN's electricity supply services are evaluated quite positive.
According to the survey in 63 provinces and cities, the electricity supply service satisfaction rate is 69%. Among infrastructure services, this is the second highest rated one - only after the telephone service (77%), much higher than that of clean water supply service (63%), Internet service (57%), road, bridge quality (42%), etc.
Enterprises have quite positive assessment of the power sector, in details: the search of information on electricity tariffs, electricity bills on EVN’s websites is quite easy; the receipt of electricity consumption information and bills are quite flexible in various forms such as email, websites, direct mail by post offices; working styles and attitudes of many staffs in the power sector are also highly appreciated, etc.
Despite many great improvements, it should be perceived that among 11 ASEAN countries (including Timor Leste), Vietnam ranks the 7th in terms of getting electricity indicator. The cost of getting electricity in % of GDP per capita is still high compared to other countries and the reduction rate over the years is also very limited. Therefore, the cost of getting electricity is a factor that needs to be improved in the near future.
