The workshop was held in the hybrid form of face-to-face and online connected to EVN’s member organizations.
At the opening remark of the workshop, EVN’s Vice President Vo Quang Lam said that the power system is facing difficulties in supply, especially in the North, and the continued development of rooftop solar PV is essential. EVN has made written recommendations to the Ministry of Industry and Trade and the Prime Minister on issuing further incentives to encourage the development of zero-export rooftop solar PV systems.

Mr. Vo Quang Lam sincerely thanked the German Agency for International Cooperation for their meaningful and practical cooperation with Vietnam Electricity in the past time. At the same time, the leader of EVN expressed his desire to gain many valuable experiences and lessons from Germany and other countries in policy formulation, operation and regulation of rooftop solar PV systems.

On the GIZ's side, Mr. Nathan Moore - Project Manager of Rooftop Solar Energy in Industry and Trade, GIZ, affirmed that GIZ is ready to support EVN as well as Vietnam's state management agencies in making sound recommendations in order to promote the development of rooftop solar PV in the coming time.
At the workshop, the delegates were actively involved in in-depth discussions on issues such as lessons on the development of rooftop solar PV in the world, experiences in calculating price brackets for rooftop solar PV, and policies for developing rooftop solar PV self-consumption and self-sufficiency, etc.
Up to now, 103,720 rooftops solar PV systems have been developed in Vietnam, with a total capacity of about 9,602 MWp, accounting for about 10% of the installed capacity of the national power system. Renewable energy in general and rooftop solar PV in particular have actively contributed to and supplemented the supply of Vietnam's power system over the past time.
In the National Power Development Master Plan for the period of 2021 - 2030 with a vision to 2050 (Master Plan VIII), it is targeted that by 2030, 50% of office buildings and 50% of residential houses all over the country will use rooftop solar energy for self-consumption and self-sufficiency (for on-site consumption, zero export to the national power system).
At the same time, in Directive No.20/CT-TTg dated June 8, 2023, of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years, self-sufficient solar PV development is encouraged in office buildings, households, commercial buildings, business and service establishments, industrial production facilities.
