EVN and AFD have signed a Memorandum of Understanding (MoU) on technical cooperation under the EVN–Team Europe Energy Transition Facility (ETEF), with the aim of supporting EVN in preparing and implementing strategic projects while strengthening its capacity to advance the energy transition.
During the meeting, the participants discussed directions for implementing several cooperation activities designed to enhance EVN's project management capabilities, facilitate access to international experience, and better prepare the Group for the energy transition. Priority areas included professional training and capacity building, digital transformation, smart grids, environmental and social governance, green finance, and technical solutions to support the future development of Vietnam's power system.

The participants agreed that technical cooperation should be closely aligned with EVN's practical needs while ensuring feasibility, effectiveness, and consistency with the development orientation of Vietnam's power sector. During implementation, EVN will continue working closely with AFD and the ETEF Secretariat to further define the scope, objectives, expected deliverables, and implementation approach for each cooperation activity.
Representatives of AFD and the ETEF Secretariat also shared international experience in energy transition, modern power infrastructure development, the application of environmental and social standards, and the mobilization of financing for sustainable energy projects. These experiences are particularly relevant as Vietnam's power sector continues to modernize its technologies, governance practices, and investment approaches.
Vice President Nguyen Tai Anh welcomed the cooperation proposals put forward by AFD and the ETEF Secretariat and encouraged all parties to maintain close coordination in identifying priority initiatives that are practical, feasible, and capable of delivering tangible benefits to EVN.
Through its cooperation with AFD and the ETEF Secretariat, EVN expects to further strengthen its institutional capacity, enhance its access to international best practices, and progressively meet the requirements of the energy transition, thereby contributing to the development of a safe, modern, and sustainable power system in Vietnam.
