Attending the meeting, the Japanese side was led by Mr. Moriya Mibu, President of the Japan Electric Power Workers’ Union, Head of the delegation, along with department heads and leaders of member company trade unions.
On the Vietnam side, representatives included Mr. Do Duc Hung, President of the Vietnam Electricity Trade Union, together with Vice Presidents and representatives from EVN’s professional departments and the EVN Trade Union.

During the session, both sides discussed organizational models, operational activities, as well as shared experiences and visions in trade union work. A key highlight was the role of protecting the legitimate rights and interests of power sector employees in each country.
Sharing about the Japan Electric Power Workers’ Union, Mr. Moriya Mibu noted its unique characteristics in the context of limited natural resources, with around 80% of electricity generated from nuclear power plants. The sector’s primary goal is to reduce CO₂ emissions by increasing the share of renewable energy while still ensuring economic growth and the well-being of the population, including power sector workers.

Regarding the issue of an aging population and workforce shortages, Mr. Moriya Mibu emphasized that this is not only a challenge for the power sector but also a common issue across many industries. In this context, digital transformation is considered a key solution. Japan’s power sector is actively promoting digital transformation while restructuring its workforce to ensure the legitimate rights of employees during job transitions.
At the meeting, representatives also exchanged views on other topics related to trade union activities, including dialogue mechanisms between trade unions and employers, and coordination regulations between professional departments and trade union executive committees.
