Maximum average retail electricity price is VND2,444.09 per kWh

Deputy Prime Minister Bui Thanh Son signed and issued Decision No. 07/2025/QD-TTg on March 31, 2025, stipulating the price framework for the average retail electricity price.

 

This decision sets the price framework for the average retail electricity price as stipulated in Point b, Clause 3, Article 50 of the Electricity Law No. 61/2024/QH15. It applies to agencies, organizations, and individuals involved in electricity activities and consumption.

Minimum average retail electricity price is VND1,826.22 per kWh. Maximum average retail electricity price is VND2,444.09 per kWh.

According to the Decision, the price framework for the average retail electricity price (excluding value-added tax) is as follows:

In the event of significant fluctuations in the pricing framework calculation parameters, electricity production and business costs, and the need to allocate expenses not yet included in the average retail electricity price, the Ministry of Industry and Trade is responsible for calculating and adjusting the price framework for the average retail electricity price and submitting the proposed adjustments to the Prime Minister for review and approval.

This Decision takes effect from the date of signing (March 31, 2025).

The Prime Minister's Decision No. 02/2023/QD-TTg, dated February 3, 2023, regarding the price framework for the average retail electricity price, ceases to be effective from the date this Decision comes into effect.
