Signing of long-term cooperation agreement on imported coal supply for EVN’s thermal power plants

On the afternoon of November 6 in Hanoi, Vietnam Electricity (EVN) and Vietnam National Coal and Mineral Industries Group (Vinacomin – TKV) held a meeting and signed a Long-term Cooperation Agreement on imported coal supply for EVN’s thermal power plants.

Representing EVN were Mr. Dang Hoang An, Chairman of the Board of Directors, and Mr. Nguyen Anh Tuan, President and CEO of EVN.

Representing TKV were Mr. Ngo Hoang Ngan, Chairman of the Board of Directors, and Mr. Vu Anh Tuan, General Director.

During the meeting, EVN and TKV leaders exchanged and reviewed the main contents of the cooperation agreement, reaching a consensus on ensuring a stable and long-term supply of imported coal to serve the operation of EVN’s coal-fired power plants and contribute to maintaining national energy security. The two sides also discussed coal quality requirements, the selection of suitable sources, and coordination mechanisms for quality control throughout the supply process.

In addition, EVN and TKV discussed logistics infrastructure related to coal importation, processing, transportation, and storage, aiming to build an integrated and efficient supply chain.

Both parties agreed on the principle of clearly defining the responsibilities of TKV and the Dong Bac Corporation in supplying coal to specific plants or plant clusters, ensuring transparency and optimal resource allocation.

The agreements reached during the meeting serve as the foundation for the two groups to proceed with the formal signing of the cooperation agreement.

Speaking at the signing ceremony, Mr. Dang Hoang An, Chairman of the Board of Directors of EVN, emphasized that the signing of this long-term cooperation agreement between EVN and TKV marks a significant milestone in the fuel supply chain for power generation.

He also urged the relevant units of both groups to promptly implement the next steps following the signing ceremony. The priority tasks include: finalizing and signing detailed contracts between power plants and supplying units; reviewing existing coal contracts to ensure a proper transition; and aligning on principles regarding coal quality, quantity, delivery schedule, and pricing methods — ensuring full compliance with regulations and transparency.

This signing ceremony also represents the practical implementation of the Prime Minister’s Directive No. 30/CT-TTg dated October 6, 2025, on strengthening state management of coal production and trade, and ensuring adequate coal supply for power generation in the new context. Under this directive, EVN and TKV are assigned to work closely together to proactively secure fuel sources, enhance supply management capacity, and strengthen the national power system’s resilience amid fluctuations in the global energy market.
