EVN’s Vice President Nguyen Xuan Nam welcomes and works with the Regional Director of East Asia - Southeast Asia of German Reconstruction Bank 

On 26 July 2023, in Hanoi, EVN’s Vice President  Nguyen Xuan Nam welcomed and worked with Mr. Frank Bohnet, Regional Director of East Asia - Southeast Asia, German Reconstruction Bank (KfW), about the implementation progress of the Expanded Tri An Hydropower Plant (HPP) project, expected to loan KfW in the form of a direct loan without the Government guarantee and the arrangement of capital for new loans.

The Expanded Tri An HPP Project is the first project for which KfW lends directly to EVN without a Government guarantee

From 2022 up to now, after many discussions between EVN and KfW, the two sides have basically agreed on the most important, basic loan conditions for the Loan Agreement of the Expanded Tri An HPP Project.

At the meeting, the two sides discussed agreeing and clarifying more issues around the Loan Agreement, towards the goal of signing the Loan Agreement for the Expanded Tri An HPP Project in November 2023 - on the occasion of the Government-level negotiation meeting on Vietnam - Germany Development Cooperation with the witness of leaders of Vietnamese Ministries and Ministers/ Secretary of state of Federal Ministry for Economic Cooperation and Development (BMZ).

Speaking at the meeting, EVN’s Vice President  Nguyen Xuan Nam thanked and appreciated the active support and assistance of KfW as well as the German Government to EVN through preferential ODA loans for investing, building and renovating distribution, transmission, and wind power plant projects in Vietnam, contributing to ensuring the stability of the power system, providing an efficient and sustainable energy source.

Besides, EVN is preparing several new ODA loans expected to use the German Government's ODA loan, including Green Energy Project - Connecting renewable energy projects in southern provinces; Renewable Energy Project – Improving the power grid infrastructure in the Central region; Urban grid project phase 2. EVN also wants KfW to continue to assist in arranging loans for these new ODA projects.

On the KfW side, Mr. Frank Bohnet - Regional Director for East Asia - Southeast Asia, affirmed that EVN is one of KfW's most important partners in Vietnam. KfW has committed to working closely with EVN to continue implementing priority projects of the parties in the coming time (ODA projects on transmission and distribution networks) and direct loan projects without Government guarantees (Expanded Tri An HPP Project, Bac Ai pumped hydro Project).

From 2009 up to now, KfW has committed official development assistance (ODA) loans and direct loans without Government guarantees to EVN with a total capital of about 1.5 billion EUR, of which 5 ODA projects have been completed with a total capital of 427 million EUR, 4 ODA projects are being implemented with a capital of about 464.5 million EUR, 5 new ODA projects are being prepared and 3 new projects are implemented in the form of direct loans without Government guarantee with a capital of about 800 million EUR.
