According to Ms. Hyunjung Lee – the ADB's senior energy economist, in the current energy transition trend, ADB will support energy businesses via loans or technical assistance, etc.
In Vietnam, ADB has provided technical assistance to the Ministry of Industry and Trade and EVN for studying and proposing BESS projects as well as making recommendations on additional legal regulations to enable BESS installation and operation.

At the meeting, EVN’s Vice President Nguyen Tai Anh highly appreciated ADB’s contributions via technical assistance extended to EVN in the past time.
With support from ADB, EVN has submitted to the Ministry of Industry and Trade a proposal for a pilot BESS project to enhance the system frequency stability.
EVN presented the need, difficulties, and challenges in BESS project development. The two sides agreed that ADB would keep on supporting and cooperating with EVN to work with the Government and the Ministry of Industry and Trade on mechanisms and policies to support the BESS project, and at the same time developing technical regulations and standards relevant to the connection and operation of BESS in the power system and electricity market.

ADB and EVN have had a cooperation relationship for nearly 30 years. The EVN's leader wished that ADB could support EVN in implementing HR training, capacity-building programs, experience-sharing workshops; or other areas such as power supply infrastructure for electric vehicle charging stations; DSM, DR, etc.
