EVN Vice President Pham Hong Phuong meets with POWERCHINA to explore energy cooperation opportunities

On the afternoon of September 24 in Hanoi, Mr. Pham Hong Phuong – Vice President of Vietnam Electricity (EVN) – hosted a working session with senior leaders of the Power Construction Corporation of China (POWERCHINA) to discuss potential cooperation opportunities in the energy sector.

Representing POWERCHINA were Mr. Zhou Jiayi – President for the Asia-Pacific Region, and Mr. Du Haiyang – Vice President for the Asia-Pacific Region.

At the meeting, Mr. Zhou Jiayi emphasized that Vietnam is currently POWERCHINA’s most important market in the Asia-Pacific region. He noted that POWERCHINA is responsible for a large portion of the design and construction of hydropower plants in China and expressed the company's keen interest in leveraging its extensive experience to deepen cooperation in Vietnam.

EVN Vice President Pham Hong Phuong acknowledged and highly appreciated the capabilities and track record of the Chinese partner. He provided an overview of Vietnam’s energy landscape, stating that favorable macroeconomic conditions are creating significant opportunities for international investors.

He also noted that the Vietnamese Government has issued the adjusted National Power Development Plan VIII, accompanied by a concrete implementation roadmap, thereby opening a new phase of breakthrough development for the electricity sector in support of national socio-economic growth. At the same time, the Government is actively reforming the legal framework — particularly through Resolution No. 70 of the Politburo — to remove barriers and foster a more transparent, stable, and favorable investment environment.

According to EVN leadership, Vietnam’s energy market now includes a diverse range of players — from state-owned groups such as EVN, PVN, and TKV to private sector enterprises and international investors — thereby broadening the space for cooperation and enabling companies to bring their strengths and expertise into full play.

Both sides agreed to strengthen exchanges, maintain open dialogue channels, and jointly explore suitable cooperation opportunities in the Vietnamese energy sector.
