World Bank conducts training and technology transfer for EVN on bidding data analysis system

Vietnam Electricity (EVN), in collaboration with World Bank (WB), organized a training and technology transfer conference as part of the WB's technical assistance program on bidding data analysis for EVN. The program runs from December 2 to December 12 and is conducted in a hybrid format, combining in-person and online sessions.

During the training session on bidding indicator dashboards on December 5, EVN Vice President Nguyen Tai Anh expressed his sincere gratitude to the WB for its ongoing support and collaboration with EVN. He highly appreciated the WB's proposals not only for EVN but also for the energy sector as a whole. EVN places great importance on and hopes to continue receiving support from the WB, not only in financial resources but also in policy advice, technical assistance, and experience to help EVN achieve its development goals.

Mr. Nguyen Tai Anh also expressed his expectation that through this technical training and technology transfer program, participants would acquire and further develop the Data Analysis System, creating dashboards and analytical tools for bidding data indicators suited to the practical conditions of the corporations. The aim is to implement this system in practice starting in 2025. EVN's leadership believes that the valuable experiences and advanced technologies shared by WB experts will bring significant practical benefits to bidding management at EVN.

According to the program, senior experts from the WB introduced EVN's bidding data analysis dashboards, summarized the content of EVN's Bidding Indicator System, and presented and discussed indicators in the dashboards. These tools are designed to optimize the bidding process, from planning and invitation to bid, evaluation of bid submissions, to contract management.

In addition to general discussions, the program also included working sessions between WB experts and the Central Power Corporation (EVNCPC) to explore the pilot implementation of the system for member units under EVNCPC.

In recent years, under the theme of "Practicing Thrift and Combating Wastefulness," EVN has focused on solutions to improve efficiency in production and business activities, investment construction, corporate governance, and workforce management to enhance labor productivity and reduce costs across all operations. In terms of procurement and bidding, to achieve the goals of "competition, fairness, transparency, and efficiency," EVN has implemented various comprehensive measures. The Group has developed internal regulations, procedures, and processes as a foundation for procurement and bidding activities. It regularly updates specific criteria for bidding in its performance evaluation system to optimize costs, assesses units and their leaders annually, disseminates and emphasizes regulations on bidding, and organizes frequent training sessions, workshops, and conferences on bidding to enhance the expertise of personnel. Moreover, EVN has actively promoted online bidding and robustly implemented investment management software, including bidding modules.

The adoption, development, and application of the WB's technical assistance program for EVN's bidding data analysis efforts will further enhance efficiency, transparency, and professionalism in this area.
