On August 19th, in Bac Ninh, the National Power System and The National Power System and Market Operation Company Limited (NSMO), in coordination with Bac Ninh Power Company, organized a working program on managing and meeting electricity demand for the period 2027-2028, with a vision to 2030; and also summarized the work on ensuring power supply during the 2026 dry season.

Power grid is under increasing pressure

Bac Ninh is home to a large concentration of FDI enterprises and businesses participating in global supply chains, many of which operate continuously with high electricity consumption.

According to Bac Ninh Power Company, the province's peak load capacity has reached 3,229.7MW, an increase of approximately 12.6% compared to that of 2025. In the first seven months of the year, commercial electricity sales reached 10.551 billion kWh, an increase of 13.62% compared to the same period last year.

In the coming years, pressure will continue to increase as more large industrial projects come into operation. The total registered new load capacity of customers with a scale of over 5MW in Bac Ninh is expected to increase from 339MW in 2026 to 534MW in 2027, 749MW in 2028, and approximately 847MW in 2030. New demand will be concentrated in industrial parks, industrial clusters, and high-tech manufacturing enterprises.

The pressure is not only on the power supply but also on the transmission system. In some key industrial areas, 220kV substations such as Bac Ninh, Bac Ninh 2, and Chau Khe frequently operate at high load levels; short-term overloads occur at certain times. The challenge is to ensure power supply for economic growth, while supplementing power sources and the grid requires time for preparation, investment, and implementation.

Activating solutions simultaneously

Bac Ninh province is promoting the development of self-sufficient rooftop solar power (RSP) and storage systems. By the end of July 2026, the province had 1,078 customers installing RSP systems selling electricity at FIT prices, with a capacity of 34.945MW, and 994 customers producing and consuming electricity themselves with a total capacity of 208.5MW. The total capacity of RSP reached 243.445MW, supporting approximately 6% of the province's total load during periods of high solar radiation.

According to Mr. Ngo Chi Quang, Deputy Director of the Department of Industry and Trade of Bac Ninh province, RSP for self-production and self-consumption is a solution to supplement local clean electricity sources, enhance energy self-sufficiency, reduce costs, and meet the green energy requirements of businesses. The province has issued a plan for the development of RSP for the period 2025-2035, implemented incentive programs for businesses to invest, and issued policies to support households in installing RSP and storage systems.

Through two rounds of incentives for RSP investment, Bac Ninh has identified 417 key enterprises with a total projected minimum capacity of approximately 811.5MW.

At the conference, the participating units agreed to continue improving the quality of load forecasting, increasing data sharing, developing distributed power sources linked to storage, and expanding solutions for load adjustment and shifting. This is considered a necessary direction for Bac Ninh to be more proactive in the face of high load growth rates in the 2027-2030 period.
