According to Decision No. 92/QD-UBND dated August 12, 2026, of the People's Committee of Hung Yen province, the project will construct a 220kV double-circuit power line from the Thanh Nghi 220kV Substation to the Thai Binh 500kV Substation, with a length of about 53km.

Particularly, some sections of the line are constructed to the scale of a 4-circuit 220/110kV line, based on the upgrading of the existing  Thanh Nghi – Binh Luc – Thanh To 110kV line and sharing poles with the 110kV outgoing feeder after the  Ly Nhan 220kV Substation.

The project also includes expanding the Thanh Nghi 220kV Substation, constructing new and installing two 220kV line bays within the substation's existing land area.

The power line passes through the areas of two provinces, Hung Yen and Ninh Binh. In Hung Yen, the project goes through the communes of Le Quy Don, Tien La, Long Hung, Hung Ha, and Dien Ha; in Ninh Binh, the line passes through the communes of Thanh Lam, Thanh Liem, Thanh Binh, Binh Son, Binh My, Binh An, Vinh Tru , Tran Thuong, and Nhan Ha.

According to the plan, the project will be completed and commissioned in 2028. When put into operation, the project will contribute to meeting the growing demand for electricity, serving the socio-economic development of the Northern region, including Hung Yen and Ninh Binh; at the same time, strengthening grid connectivity, improving the safe and stable operation of the power system and reducing power losses on the transmission grid.
